Respected @Jairam_Ramesh ji, On World Environment Day, 5th June, I set out to answer one question with data โ€” not rhetoric: is Delhi's air actually improving, or does the weather just keep taking both the blame and the credit? Since then, I have run one of the most rigorous independent air-quality exercises ever attempted for Delhi: โ–ช๏ธ 5 years 5 months of data โ€” 1 January 2021 to 31 May 2026 โ–ช๏ธ 46 CPCB/DPCC monitoring stations, 7 pollutants, 8.6 million station-hours โ€” every station-day quality-gated (minimum 16 of 24 valid hours) โ–ช๏ธ Machine-learning "de-weathering" โ€” 7 Boosted Regression Tree models, 35,000 decision trees, trained on wind, temperature, boundary-layer height and rainfall (with 6-hour and 24-hour lags) โ–ช๏ธ Every station-hour re-predicted under 5 climatological weather scenarios โ€” nearly 38 MILLION model predictions โ–ช๏ธ Models validated on held-out data, cross-checked against CPCB's published CCR AQI, and confirmed by TWO independent de-weathering methods โ–ช๏ธ AQI re-derived strictly through CPCB's own 2014 National AQI formula, and every season compared with the SAME season, year on year โ€” apples to apples, weather removed The findings are alarming. Remember: the CPCB AQI is CAPPED at 500 โ€” the scale itself cannot express how bad it truly gets. Yet even on this capped scale, with the weather's mercy stripped away, Delhi's pollution levels are NOT decreasing: โ— Not ONE of Delhi's four seasons is on a sustained path of real improvement, 2021โ†’2026. โ— At least one widely celebrated "improvement" turns out to be pure weather โ€” not policy. โ— And there is one winter-2026 number the government will have to answer for. The complete findings โ€” season by season, year by year, including a direct comparison with 31 Chinese provincial capitals โ€” are in my animated report releasing on 13th June. Sir, as Chairperson of the Parliamentary Standing Committee on Environment, Forests & Climate Change, I request you to take up Delhi's deteriorating air quality with the Union Home Minister โ€” Delhi being a Union Territory comes directly under him, both the state government's machinery and the garbage-collecting MCD; with the Union Minister of Housing & Urban Affairs โ€” under whom the DDA and the Delhi Metro function; and with the Union Environment Minister โ€” under whom the CPCB and the national clean-air mission sit. This emergency cuts across all three ministries, and accountability keeps falling in the gaps between them. Delhi is not asking for favourable winds. Look at this map. BKC ,Mumbai's most happening business district is surrounded by three suburban railway lines, two express highways, and a metro station. More metro lines on the way. An estimated 250,000 people work here. And yet, BKC is a traffic nightmare. Takes forever is get out of buildings during peak hours. Lot of commuters are on trains, bus and metro but the last mile is an ordeal. Footpaths exist but can be better designed to deal with heat and rain. Autos in BKC have a story of their own. Streets designed for vehicles, not people. Companies encourage car pooling but vehicles counts are rapidly growing. Even more office space is being added! The infrastructure is there. The demand is there. What's missing is innovation. How can we make BKC move better? How can we nudge employees to shift from personal vehicles to public transport? Can we make the walk from station to office a pleasant one even in summer? Can we redesign bus stops to offer dignity and real time info? Can we solve for the real reasons why auto's dont run on meter? Look at this map. Nagpur 45ยฐ. Ahmedabad 44ยฐ. Prayagraj 43ยฐ. Delhi 42ยฐ. The entire country is a single dark red mass. This is not a heatwave. This is a country that was told its forests were fine. And this is April. Not May. Not June. The hottest months have not even arrived yet. The past few days have been hell. So I did what I always do when something bothers me. I went looking for answers. What I found was a policy con job that has been running for over two decades. But before I explain what happened, let's clear some definitions. A garden is not a forest. An orchard is not a forest. A plantation is not a forest. A forest is a living system. Soil, water, fungi, insects, birds, mammals, decades of accumulated complexity, specific to its land and climate. It cannot be designed. It cannot be harvested. It regulates water, cools land, shelters hundreds of species. It takes decades to become what it is. You can plant a forest. But it will take decades to become one. In 2001, India's forests were disappearing. The Indian state, led by the Vajpayee government, faced a choice. Protect what remained, or change what the numbers said. It chose the numbers. The Forest Survey of India quietly changed the definition of what a forest means. Any land with 10% tree canopy cover and more than one hectare in area was now a forest. Your mango orchard. A coconut plantation in Tamil Nadu. A tea garden in Assam. Lodhi Garden in Delhi. All forests, on paper. The FSI will tell you that 10% canopy cover follows international norms. The FAO also uses 10% as its threshold. But the FAO's definition comes with a crucial exclusion that India's FSI quietly dropped.ย  The FAO explicitly states that fruit tree plantations, oil palm plantations, olive orchards, and agroforestry systems are not forests. The World Bank says the same. India adopted the number but discarded the exclusion.ย  It took the cover of international legitimacy while gutting the standard that gave it meaning. The government will also tell you this was never hidden. That it was publicly stated in every report, disclosed in Parliament. That is technically true. But a disclosure buried in a technical government document is not transparency. It is the appearance of transparency.ย  I did not know any of this until I went looking. Neither do most Indians whose forests, whose land, whose air this directly concerns. The con is not in what was hidden from experts. It is in what was never explained to the people it was done to. This is not a technicality. This is the con. It was a trick as old as power itself. If you cannot fix the problem, fix the measurement. For ten years after 2001, Congress governed India. Two terms, two environment ministers, including Jairam Ramesh, one of the more serious ones. They saw the numbers. They knew what the numbers meant. They did nothing. Because the lie was convenient. India looked good in international climate negotiations. The fiction of a greening India served everyone in power, so everyone in power kept it. Congress did not create this lie. It simply chose, year after year, to live inside it. The BJP is different. When they returned to power in 2014, they came with something Congress never had. An absolute majority, and no coalition compulsions. They did not merely inherit the lie. They built on it. And in 2023, they legislated it. The Forest Conservation Amendment Act of 2023 removed legal protection from "deemed forests." Forests that existed outside the official definition but were ecologically real.ย  Forests that Adivasi communities had lived in and depended on for generations. Forests that cooled land, held water, sheltered species. They were not on the right list. Since the amendment, forest destruction on Adivasi land has accelerated.ย  The people who knew these forests best, who had protected them longest, now watch them being cleared. Legally. CONT
