Unlike in the May primary, the GOP has significantly outvoted Dems in Gwinnett County ahead of tomorrow's runoffs, which coincide with a state Senate special election here. Why? GOP has very high-profile statewide runoffs (governor, Senate), unlike Dems, boosting R turnout.
