A Chinese state nuclear enterprise confirmed talks about building a small reactor for Alibaba's data center in Hangzhou. The policy enabler: a May 2026 directive from four government agencies that for the first time allows nuclear plants to directly power data centers, bypassing the public grid. The commercial question is harder. At current grid rates (~0.58 RMB/kWh), nuclear direct supply offers no clear cost advantage. Pricing model remains the core bottleneck.
