PM Modi's May 11 appeal to stop buying gold looked symbolic. But it wasn't if we look deep underneath. Within days, India raised import duties on precious metals and moved silver bars from Free to Restricted. DGFT Notification 7/2026-27. May 16. Immediate effect. This looks like a sequence of measures responding to the same FX stress, not a coincidence. The backdrop explains why. Gold imports hit $71.98 billion in 2025-26, up 58% in two years. Crude jumped from $69 to $109 a barrel since February. FIIs pulled $29 billion out of Indian equities. The rupee lost over 5% since late February. Every dollar spent on gold or silver is a dollar India cannot spend on oil. That is the constraint. So the sequence: May 11 - Modi appeals: stop buying gold, cut foreign travel, use public transport. May 13 - Import duty on gold and silver hiked from 6% to 15%. May 16 - Silver bars, 99.9% purity, HS codes 71069221 and 71069229, moved from Free to Restricted under Policy Condition No. 7 of Chapter 71. Here is what that distinction actually means. A duty hike makes silver costlier. A restriction makes silver permission based. These are different instruments used as means entirely. Under Restricted, imports require permission. The notification does not just raise the price of entry; it controls who can import. The "monetary metal crisis" framing running on financial X is overstated. India's silver demand is largely industrial - solar, EVs, electronics. The more accurate read is that India is managing severe FX stress with the trade tools available to it. Rhetoric first, duty second, import gate third. What to watch: MCX-COMEX silver spread. Physical premiums will widen before the paper price moves. Policy Condition No. 7 of Chapter 71. Any DGFT amendment there is your reversal signal. The jewellery restriction had a March 2026 sunset date. It did not end but it was replaced by a wider one covering all gold, silver, and platinum jewellery. Watch whether the bar restriction follows the same pattern: a temporary gate that quietly becomes permanent. The policy sequence is visible. The FX pressure is documented. The Directorate General of Foreign Trade (DGFT) has reclassified certain silver bar imports from “free” to “restricted” under Notification No. 7/2026-27. Silver bars under ITC (HS) codes 71069221 and 71069229 will now face new import conditions. Previously allowed freely under RBI rules, they are now regulated.

Now that the mandate for TVK is here(assuming the shortfall is taken care already through strategic persuasions), it is time for @TVKVijayHQ to focus on setting up a good think tank for enabling an efficient long term governance. The existing bureaucratic system may resist and needs a shake up as well. It is going to be the most difficult phase to govern in tamilnadu history considering the implications of geo political issues and macro economic developments. Need the right kind of strategic sharp minds supporting him in navigating the budget shortfall, sky rocketing inflation fears, supply chain inefficiencies, posturing for favourable industry & global relations,streamlining & tweaking the manifesto promises, structurally layering the local body administration, creating new age pro people schemes for generating jobs, Cutting down on the fund leakages and infusing more revenue liquidity into the state economy, maintaining the right kind of balance between a growth economy and welfare state. Dmk precisely lost this election narrative cause of assuming themselves and their supporters to be the only superior intellectual force in tamilnadu. Desperately wanting to take a superior position by insulting & belittling the people who support the other party was a shot at their own foot. The more they fail to recognise the ground sentiment and acknowledge the mandate of people, the more farther they are going to get away from the people. Personally, happy to have got this right on my part. Got a lot of flak from people around but stuck to the conviction.
