Some good news!! Honeywell has delivered three TPE331‑12B engines to Hindustan Aeronautics Limited’s HTT-40 basic trainer aircraft for the Indian Air Force. HAL and Honeywell have collaborated for decades on the TPE331 engine family, including Transfer of Technology (ToT) for manufacturing and repair of TPE331-5 engines used on the Do-228 aircraft, and the supply of key components across HAL programmes. Honeywell will supply the first 16 engines for the fleet, after which HAL will begin local engine assembly and expand in-country repair and overhaul capabilities. Over the coming years, more than 80 engines are planned to support the HTT-40 programme, further building India’s expertise in engine sustainment. What was supposed to be one of the fastest indigenous armoured vehicle development programs, is now being pushed towards delay by changing requirements at the last stage. The Army wanted a 25 tonne light tank for high-altitude operations. DRDO and industry developed exactly that. Now, after the tank is ready, demands for significantly higher protection levels risk increasing weight, forcing major redesigns and delaying induction by years. This is precisely the kind of uncertainty that hurts indigenous programs and discourages private industry participation. If requirements keep changing after development is complete, domestic manufacturers are set up to fail. After delaying indigenous systems, we will once again hear arguments for imports like Israeli Sabrah. SHAME SHAME SHAME !

Yes this is persistent. Specifications keep changing with time because of delays involved in delivery line. Services need to focus on QRs based on visionary tineline suitable for weapons utility and delivery period. Yet, delays occur and these should be covered in the contract
