As Haiti continues to face a deep humanitarian crisis, Mercy Corps Ventures has launched an innovative blockchain-powered financial aid pilot built on the Stellar network. In partnership with the Fonkoze Foundation and Paon Bleu, the initiative aims to distribute more than $80,000 in USDC stablecoins to vulnerable Haitian women.
The project seeks to modernize and secure humanitarian aid distribution in a country where traditional financial infrastructure has been severely weakened by economic instability and insecurity.
⚠️ Haiti’s Humanitarian Crisis Makes Aid Distribution Difficult
Haiti is experiencing one of the world’s most severe humanitarian emergencies in recent years. Women and children remain among the most vulnerable populations, facing poverty, violence, and financial exclusion.
In this environment, traditional banking systems and cash-based aid distribution methods have become increasingly ineffective. Handling physical cash exposes both beneficiaries and humanitarian workers to significant security risks. The process is often slow, expensive, difficult to audit, and vulnerable to fraud.
Mercy Corps Ventures believes blockchain technology could provide a faster, safer, and more transparent alternative.
📲 Bousol: A Stellar-Based Digital Wallet
The pilot relies on Bousol, a digital wallet built on the Stellar blockchain. Through this solution, beneficiaries will be able to receive, store, and spend USDC directly from their mobile devices.
Participants will also have the option to convert their stablecoins into cash through local microfinance branches operated by Sèvis Finansye Fonkoze (SFF) and participating merchants.
Using USDC, a dollar-backed stablecoin, helps protect users against currency volatility in an economically unstable environment.
According to Mercy Corps Ventures, the Stellar blockchain enables fast and low-cost transactions while providing full transparency and traceability. This level of accountability is particularly valuable for humanitarian organizations that need to monitor how aid funds are distributed and used.
🏪 Supporting Local Businesses and Financial Inclusion
Beyond direct aid recipients, the initiative also aims to strengthen local commerce. Participating merchants will be able to open SFF accounts and connect them to their Bousol wallets.
By gaining access to USDC, vendors can process digital payments, build savings, and create a financial history. Over time, this track record may help them qualify for credit and expand their businesses.
Mercy Corps Ventures stated that the pilot combines “a trusted social protection program and a blockchain-based payment platform” to test whether digital cash solutions can effectively work in environments where barriers remain extremely high.
🌐 A Model That Could Scale Across Haiti
If successful, the pilot could pave the way for broader adoption among humanitarian organizations operating in Haiti.
The country’s Cash Working Group, which includes 52 humanitarian organizations distributing more than $56 million annually, could potentially adopt this blockchain infrastructure to modernize aid operations.
Such a development would further strengthen Stellar’s growing role in humanitarian finance and digital inclusion.
🤝 Stellar Expands Its Humanitarian Efforts
Over the past few years, Stellar has increasingly positioned itself as a major player in cross-border payments and financial inclusion.
The ecosystem has already developed Stellar Aid Assist, a platform designed to help humanitarian organizations distribute aid quickly and efficiently using blockchain technology and local cash-out solutions.
The initiative has previously collaborated with international organizations including the UNHCR and the International Rescue Committee.
In addition, Stellar is also working with the Government of Bermuda on blockchain-based payment and financial service infrastructure as part of the island’s ambition to build a largely on-chain economy.
