Almost 20 years after the world was worried about China's "debt-trap diplomacy" at Hambantota, New Delhi has made a move that is both more cost-effective and more strategic. The fact that the host country is involved in this deal sets it apart from the 99-year lease of Hambantota. After Japan's Onomichi Dockyard left and the economy became unstable, the Sri Lankan government officially asked India to encourage investors. The deal was made through a clear, stock-exchange-based process under the Dissanayake administration. It strengthens Sri Lanka's non-aligned position while honoring the April 2025 Defense Cooperation MoU. President Dissanayake has made it clear that Sri Lankan territory will not be used in any way that threatens India's security, making the shipyard a physical anchor for this diplomatic promise. In the end, this deal is a big "proof of concept" for Indian influence in the region. China spent more than $1 billion on construction loans for a port on a secondary lane that would never make money. India, on the other hand, got a controlling interest in a key maritime crossroads for a small fraction of that cost. The return on strategic investment for each dollar spent is not the same. India has shown that it can compete for maritime infrastructure while still respecting local sovereignty by using legal means to send commercial capital at the host's request. The most important question for the region is whether this will serve as a model for future purchases of distressed strategic assets.
