छत्तीसगढ़ के नवीन बजट ने एक बार पुनः यह प्रश्न अनुत्तरित छोड़ दिया है कि विकास की परिकल्पना में क्षेत्रीय संतुलन का वास्तविक स्थान क्या है। हवाई सुविधा जन संघर्ष समिति द्वारा व्यक्त की गई निराशा केवल एक संगठन की प्रतिक्रिया नहीं, बल्कि बिलासपुर की उस सामूहिक अभिलाषा का प्रतिरूप है जो को 4C श्रेणी के एयरपोर्ट में रूपांतरित होते देखने का स्वप्न संजोए बैठी है। राज्य सरकार द्वारा वायु प्रोत्साहन योजना के अंतर्गत 90 करोड़ रुपये का आवंटन प्रथम दृष्टया उदार प्रतीत हो सकता है, किंतु वस्तुतः यह राशि उन उड़ानों के लिए सब्सिडी गारंटी है जिनमें यात्री संख्या अपेक्षित स्तर से कम हो। विडंबना यह है कि बिलासपुर से संचालित अधिकांश उड़ानें लगभग 80% यात्री क्षमता के साथ संचालित हो रही हैं—अर्थात् यहाँ समस्या मांग की नहीं, अपितु नीति-प्राथमिकता की है। परिणामतः यह अनुदान अन्य शहरों—जैसे और —के लिए अधिक उपयोगी सिद्ध हो सकता है, जबकि बिलासपुर पुनः प्रतीक्षा की परिधि में खड़ा रह जाएगा। स्थिति को और जटिल बनाती है राज्य सरकार की वह रणनीति, जिसमें ओपन टेंडर की पारदर्शी प्रक्रिया अपनाने के स्थान पर केवल पर निर्भरता प्रदर्शित की गई है। विमान उपलब्धता के अभाव में घोषित हैदराबाद–बिलासपुर उड़ान आज भी कागज़ी आश्वासन बनी हुई है। बिलासपुर–प्रयागराज सेक्टर, जहाँ पर्याप्त यात्री उपलब्ध हैं, वहाँ भी उड़ानों की आवृत्ति में क्रमिक कटौती विकास के दावों पर प्रश्नचिह्न अंकित करती है। ऐसे परिदृश्य में आवश्यकता है एक दूरदर्शी, प्रतिस्पर्धी और पारदर्शी नीति की—जहाँ और जैसी विमानन कंपनियों को भी समान अवसर प्रदान किया जाए। व्यापक बेड़े और परिचालन क्षमता के साथ ये कंपनियाँ बिलासपुर को स्थायी और विस्तारित हवाई सेवाओं से जोड़ सकती हैं। विकास केवल घोषणाओं की गूंज नहीं, अपितु संरचनात्मक संकल्प का परिणाम होता है। यदि बिलासपुर को वास्तव में क्षेत्रीय प्रगति के मानचित्र पर सशक्त स्थान दिलाना है, तो 4C उन्नयन की दिशा में ठोस, समयबद्ध और पारदर्शी पहल अनिवार्य है। अन्यथा, आकांक्षाएँ आकाश को निहारती रहेंगी—और आकाश मौन रहेगा। @ArunSao3 @sudiepshri @TS_SinghDeo @JM_Scindia @bhupeshbaghel #Bilaspur #BilasaDeviKevatAirport #4CAirportForBilaspur #ChhattisgarhBudget #RegionalDevelopment #EqualDevelopment #AviationPolicy #AllianceAir #IndiGo #SpiceJet #HyderabadFlight #PrayagrajRoute #Chhattisgarh #InfrastructureDevelopment #PublicDemand

We, the people of Jammu, are deeply concerned over the regional bias in the decision to establish the newly sanctioned Law University exclusively in Budgam, Kashmir. While the government talks about inclusive development and equal welfare, major higher education institutions continue to bypass Jammu. This raises serious questions about fairness and balanced growth in the Union Territory. Education is the foundation of progress and key to empowering our youth. We want equitable opportunities for Jammu too. The people of Jammu had to wait 20 years to establish the University of Jammu in 1969—two decades after the University of Kashmir. Students even made the supreme sacrifice and were shot dead while demanding JU. We also had to fight for GMC Jammu. Enough is enough. We can’t fight for everything. We want our own state of Jammu so we can develop our region ourselves.
