🗣️ “Whichever big economy regulates first and best gets to set the standards around the world. For a long time, that has been Europe, the EU.”
However, Sam points out that Europe’s innovation landscape faces serious challenges, leading to a decrease in its regulatory influence:
🗣️ “Europe is not creating its own innovative companies... we missed out on the tech boom that created the likes of Google and Meta. It looks like we're going to miss out on AI as well. (...) If policymakers in Brussels want to lead the way again, they're going to have to go back to basics. That means delivering growth and innovation within Europe's economy itself.”

Daphne looks at the potential global implications of the DSA and identifies a couple of risks.
🗣️ "The DSA is fundamentally a law about how online information and expression will work for ordinary people. It empowers regulators in ways that many experts from the Global South have long said would be dangerous in the hands of their own government. Powers that could readily be abused in ways that threaten Internet users' fundamental rights range from the Member states' trusted flagger designation to the Commission's risk assessment and mitigation process."
While acknowledging the DSA's potential, Daphne raises essential questions about its broader consequences on the global stage:
🗣️ "In short, I think the DSA is generally a good law. I'm excited to see how it plays out in the EU. But it is very new, very untested, and very consequential for fundamental rights in ways that may or may not be readily apparent, and that may play out very differently in different countries. It has not reached a maturity level that makes export a responsible choice."
