कल नीति आयोग की 11वीं गवर्निंग काउंसिल की बैठक में बिहार के मुख्यमंत्री सम्राट चौधरी ने जो विजन रखा, वो बताता है कि बिहार को बदलने के लिए "दिशा" चाहिए, "ड्रामा" नहीं। सम्राट चौधरी ने केंद्र से क्या मांगा? एक विकसित बिहार का रोडमैप: 1. शिक्षा और रिसर्च का नेटवर्क: - IISER का क्षेत्रीय केंद्र - School of Planning and Architecture - Central Institute for Subtropical Horticulture - NIFTEM - National Institute of Food Technology Entrepreneurship and Management - National Institute of Design का क्षेत्रीय केंद्र - National Skill Training Institute, भागलपुर - ₹1500 करोड़ से जननायक कर्पूरी ठाकुर स्किल यूनिवर्सिटी - ₹750 करोड़ का Integrated Scheme in Skilling Architecture पायलट प्रोजेक्ट 2. बुनियादी ढांचा और रोजगार: - 'हर घर नल का जल' के लिए ₹18,000 करोड़ की मांग - 14,037 एकड़ नई इंडस्ट्रियल लैंड अप्रूव्ड - 10 प्लग-एंड-प्ले इंडस्ट्रियल पार्क BHAVYA स्कीम के तहत - 14 ग्रीनफील्ड सैटेलाइट टाउनशिप का लक्ष्य 3. खेल और पर्यटन: - 2028 नेशनल यूथ गेम्स, 2030 हॉकी वर्ल्ड कप, 2031 नेशनल गेम्स की मेजबानी - अंतरराष्ट्रीय एयर कनेक्टिविटी पर जोर ये होता है विजन। ये होती है क्लैरिटी। सम्राट चौधरी जानते हैं कि बिहार को बदलना है तो IIT-IIM के साथ-साथ एग्रीकल्चर, फूड टेक्नोलॉजी, डिजाइन, प्लानिंग और स्किल के स्पेशलाइज्ड इंस्टीट्यूट चाहिए। नालंदा-विक्रमशिला की धरती को फिर से 'नॉलेज हब' बनाना है तो सिर्फ डिग्री कॉलेज से काम नहीं चलेगा, विषय-विशेषज्ञ विश्वविद्यालय चाहिए। PK जी हर मंच पर सरकार को कोसते हैं, "विजन नहीं है" का राग अलापते हैं। लेकिन जब सम्राट चौधरी NIFTEM मांगते हैं जो फूड प्रोसेसिंग में क्रांति लाएगा, जब Subtropical Horticulture संस्थान मांगते हैं जो लीची-आम की खेती को वैश्विक बनाएगा, जब School of Planning मांगते हैं जो बिहार के शहरों को स्मार्ट बनाएगा - तब PK को ये समझ ही नहीं आता। क्योंकि PK की राजनीति "एजेंडा" पर चलती है, "एजुकेशन" पर नहीं। उन्हें लगता है कि बस एक-दो यूनिवर्सिटी खोल दो और हो गया। उन्हें नहीं पता कि Law University क्यों चाहिए, Agriculture University क्यों चाहिए, Design Institute क्यों चाहिए। उनके लिए सब 'कॉलेज' है। फर्क समझते ही नहीं। PK जी, नीति आयोग की बैठक डेटा से चलती है, ट्वीट से नहीं। वहाँ जाकर "बिहार में कुछ नहीं हो रहा" चिल्लाने से बिहार नहीं बनेगा। उसके लिए IISER चाहिए, NIFTEM चाहिए, स्किल यूनिवर्सिटी चाहिए - जो सम्राट चौधरी मांग रहे हैं। आंकड़े खुद बोलते हैं: - पिछले 2 साल में ₹1 लाख करोड़ का प्राइवेट इन्वेस्टमेंट आया - 91% स्कूलों में इंटरनेट, लड़कियों के स्कूलों में 100% शौचालय - 1.18 लाख कारीगरों को PM-विश्वकर्मा में ट्रेनिंग - ₹640 करोड़ से आर्यभट्ट इंटरनेशनल स्किल हब पटना में बन रहा बिहार अब लाठी-भैंस की राजनीति से आगे निकल चुका है। ये 'विकसित भारत @2047' में अपना योगदान देने को तैयार है। सम्राट चौधरी का मंत्र साफ है - "Sabka Saath, Sabka Vikas" जिन्हें सिर्फ कमियां गिनानी हैं, वो गिनाते रहें। जिन्हें बिहार बनाना है, वो IISER, NID और NIFTEM लेकर आएंगे। फैसला बिहार की जनता करेगी - ड्रामा चाहिए या डेवलपमेंट? #SamratChoudhary #ViksitBihar #KnowledgeHub #NITIAayog #BiharDevelopment #NewBihar #ISER #NIFTEM #SkillIndia
