ZERO REPORT — THE CASCADE ISN’T LOCAL. IT’S GLOBAL. Two things just happened at the same time — in the atmosphere and on the ground — and they’re not isolated events. Start at the top of the planet. The QBO at 10 hPa just folded. You can see it in the NOAA zonal wind dataset. The red and green lines aren’t wobbling. They’re breaking. The entire stratospheric wind structure over the Northern Hemisphere is slipping into early reversal. This usually happens much later in the winter. This year it’s already collapsing. A disrupted QBO means one thing downstream: pressure systems decouple. Storm tracks stop following the old rules. Moisture dumps where it didn’t used to. Blocking patterns lock in. Atmospheric rivers amplify. You get abrupt, clustered extremes. Now drop to the surface. Vietnam is under water. Landslides, power cuts, infrastructure losses, over a million households affected. This isn’t random. Southeast Asia is sitting under the shear zone between collapsing stratospheric winds and a hyper-warm ocean basin. And the Philippines sits dead center in that convergence. High SST. High moisture. High shear. Tropical lows that spin up too fast to forecast. Terrain that funnels water into violent, narrow corridors. A regional QBO collapse overhead. A warm pool with nowhere to drain. On the planetary risk map right now, the Philippines is the most dangerous civilian environment on Earth. Not because of one storm. Because the atmospheric engine above them is broken, the ocean beneath them is overloaded, and the Pacific basin is in full asymmetry. This is the same pattern that shows up every time the climate system shifts phases. You don’t see one extreme. You see clusters. Vietnam floods. Philippines destabilizes. Pacific storms tilt north. Subtropical jets kink. The QBO dives. And once the stratosphere collapses into full reversal, the ground-level consequences multiply. This is why the data matters. This is why I show the charts. This is why the regional events are not “local disasters” — they’re surface signatures of a larger structural break. The Pacific is entering the pressure-flip window. The atmosphere is telling you before the headlines do.
