जन-सुरक्षा एक कभी न थमने वाला काम है। ऊपर से ये ऑक्सीजन की तरह है। थोड़ा भी कम होने पर दम घुटने लगता है। खतरा हर तरफ़ से है। सनकी और चालक लोग शिकार में लगे रहते हैं। अपराध तंत्र भी उनको नाथने में लगा रहता है। वो कभी पहले धरे जाते हैं, कभी बाद में। आतंकवाद एक अलग ही लेवल का सनक है। सिरफिरे अपने औने-पौने मनवाने के फेर में लगे रहते हैं। सीधी लड़ाई की औक़ात नहीं है। सो, आम लोगों को टारगेट करते हैं। मकसद होता है दहशत फैलाना। इनको रोकने के लिए राज्य पुलिस से लेकर केंद्रीय एजेंसियों तक का एक व्यापक तंत्र है। दिन-रात काम करता है। कल ही #फरीदाबाद में मैंने एक अन्तर्राजीय बैठक की। केंद्रीय खुफिया एजेंसी, दिल्ली पुलिस और यूपी के एंटी-टेररिज्म में लगे पुलिस अधिकारी शामिल हुए। हमने सूचनाएं एवं स्टेटस अपडेट साझा किया। सुरक्षा एजेंसियां जब मिलकर काम करती है तो एक और एक ग्यारह होता है। हमने हरियाणा के एनसीआर क्षेत्र के अपने एंटी-टेररिज्म तंत्र को और भी मजबूत किया है। ये सूचनाएं इकट्ठी करेगी, अनुसंधान करेगी और आंतकवादी गतिविधियों के संदिग्धों के ख़िलाफ़ लगातार अभियान चलाएगी। लेकिन आतंकवाद के ख़िलाफ़ लड़ाई में सबसे कारगर हथियार है - #अलर्ट आम नागरिक। जैसे ही कोई संदिग्ध आदमी, गतिविधि या वस्तु मिले, 112 पर फ़ोन घुमायें या स्थानीय पुलिस को बतायें। इससे आतंकियों को छिपने की जगह नहीं मिलेगी, उन्हें प्लानिंग और ऑपरेशन के लिए स्पेस नहीं मिलेगा और समय रहते उनके मंसूबों को निष्फल किया जा सकेगा। जैसे कि अमेरिका में वर्ल्ड ट्रेड टावर पर हमले से पहले अल क़ैदा के आतंकवादी सिर्फ़ जहाज के टेक-ऑफ की ट्रेनिंग ले रहे थे। ट्रेनर अगर इसे नोट करता कि इनकी रुचि लैंडिंग में नहीं है और स्थानीय पुलिस को बता देता तो उनकी कम से कम उनकी ये योजना सिरे नहीं चढ़ती। इसराइल के दुश्मन अरब देशों से घिरे होने के बावजूद उनकी पुलिस भारी संख्या में आतंकी हमले को विफल कर देती है। एक कारण ये भी है कि वहाँ के नागरिक सतर्क रहते हैं। कुछ भी संदिग्ध लगा तो फौरन पुलिस को खबर कर देते हैं। करनाल में कुछ दिनों पहले ही एक जागरूक होटलकर्मी ने संदिग्ध पहचान पत्र के आधार पर कमरे बुक कराने वाले के बारे में पुलिस को इत्तला दी। रात भर के सघन अंतर्ज़िला ऑपरेशन के बाद उसे धर दबोचा गया। पूछताछ के बाद मामला कुछ और निकला लेकिन एक सजग होटलकर्मी ने अपना काम तो कर ही दिया था। आप भी #आतंकवाद के खिलाफ पुलिस के आंख और कान बनें। संदिग्ध व्यक्ति, गतिविधि और वस्तु के बारे में पुलिस को 112 पर फौरन बतायें। #ReportNow #112
