From Green Technology Transfer to Green Technology Absorption: Key Signals from Stakeholders in Kenya On 19 February, APRI’s Just Green Technology Transition Programme, in partnership with the EED Research Institute, convened a stakeholder consultation in Nairobi on “Strengthening Kenya’s Domestic Green Tech Ecosystem.” The session brought together senior government officials, investors, and green technology actors to examine how trade, foreign direct investment, and intellectual property frameworks shape technology transfer and to identify practical measures that build domestic capability Key Takeaways - Participants noted that Kenya remains heavily dependent on imported green technologies, leaving the country “primarily a consumer rather than a creator.” They were clear that imports are not the issue. Every country, including today’s technology leaders, relied on imported systems during industrialisation, and imports will remain part of Kenya’s landscape in the near term. - What concerned participants was the limited learning that often comes with those imports. They observed that technology transfer still arrives as finished hardware, with thin skills development, weak spillovers to local firms, and limited capacity to maintain, adapt, upgrade, or eventually produce locally. - They warned that this model leaves Kenya exposed to global supply disruptions and slows the growth of a domestic green manufacturing base. Several added that dependence on foreign patents forces Kenya to “rent its participation in the green transition” through licensing fees and royalties, while restricting access to the practical blueprints needed for a more self-reliant green economy. - Participants called for technology transfer to become a sustained government mandate with clear accountability. They urged the government to use public procurement far more strategically so that every green investment delivers capability, including training and certification, software and data access where relevant, stronger local service markets, and enforceable local content outcomes. - They also called for structured collaboration across government, research institutions, and industry, and for a twin strategy that builds Kenya as a manufacturing and services hub while investing in home-grown, export-ready innovation. Next Steps: We will reflect these inputs in the upcoming policy papers. The next convening will look at regional and global levers, including the African Continental Free Trade Area (AfCFTA), SEZ coherence, TRIPS flexibilities, and South–South partnerships to move beyond black-box transfers.
