HKPF’s arrested 2 non-ethnic Chinese women (aged 33 & 36) for🔴ILL-TREATING/NEGLECTING A CHILD/YOUNG PERSON after they brought an 8y/o boy to watch waves🌊at a coastal area on SEP 24 while the city was being hit by🌀
#SuperTyphoonRagasa—an episode where the boy sustained scratches to his limbs when a massive wave knocked all of them to the ground.

On SEP 24, 2025—a video circulating through social media came to the
#HKPF’s attention, in which 2 adults brought along a boy to a coastal area near a private housing estate located in📍Aberdeen in the Southern District of Hong Kong.

1 of the adults was seen taking selfies🤳with the boy against the backdrop of the turbulent sea🌊. At one point—giant waves that were a few metres tall were seen erupting from the sea. Failing to escape in time—the 2 adults & the boy were knocked to the ground.

It was sheer luck that the giant waves🌊 receded without sweeping the 3 of them into the sea or causing any life-threatening injuries to them.

Attaching great importance to the case, the
#Police reviewed a large amount of CCTV footage & located the 2 adults featured in the video together with the boy—who is the son of 1 of the women—inside a flat in📍Aberdeen today (SEP 25, 2025).
The 2 women—who are friends—have been arrested for 🔴ILL-TREATING/NEGLECTING A CHILD/YOUNG PERSON.
Meanwhile—the boy has been admitted to hospital🏥 upon the discovery of scratches on his arms & legs following the 🌊wave-watching incident.

#SuperTyphoonRagasa was taking its toll on HK over the past few days, the 🇭🇰HKSAR Government repeatedly advised citizens against engaging in 🌊
#WaveWatching amid extreme weather conditions—such as strong winds—through different channels‼️
However—some thrill-seeking citizens remained defiant & insisted on putting themselves & others in harm’s way⚠️
Such actions—showing blatant disregard for 👦👧children’s safety—constitute ‘🚨ILL-TREATMENT/NEGLECT by those in charge of a CHILD/YOUNG PERSON’—an offence punishable by the‼️MAX PENALTY:

@ObservatoryHK was in force, there were reports of citizens swimming at the 🏖️Golden Beach in📍Tuen Mun.
The Police will further investigate the cases and we do not rule out the possibility of prosecuting any person involved.
