The Urban Development Institute (UDI) issued a formal statement urging the Province of British Columbia to pause the ongoing implementation of the Energy and Zero Carbon Step Codes. The UDI asserts that the housing market is critically strained due to rising construction costs and weak economics, making projects unaffordable for buyers and often unviable for non-profits. The organization points out that mandatory changes to the BC Building Code, including new seismic standards and aggressive Step Code requirements, add substantial and unsustainable expenses, sometimes reaching $65,000 in incremental costs per unit. Further complications arise because municipal adoption of the codes is inconsistent and too rapid, creating regulatory uncertainty for builders and causing difficulties securing necessary electrical infrastructure.
