He needs to better explain that the Federal Dept of Education does virtually nothing except burn cash. ALL education decisions are made at the State and LocalLevel. Take the money being wasted at the Federal level and give it to the States. Good States will use it wisely. Bad States (like Illinois) will simply waste it but it was already being wasted.
