For years, Abhimanyu Balyan knew what it felt like to come painfully close to success — only to miss the UPSC final list by a handful of marks. He faced repeated setbacks, missed selection twice after interviews, and watched years of hard work end in disappointment. But he never stopped. In 2025, the IIT Delhi graduate from Rohtak finally turned that journey around by securing AIR 13 in the UPSC Indian Forest Service Examination. Abhimanyu comes from a family of educators. An NTSE scholar and NCC scholarship holder, he chose public service over corporate opportunities after graduating from IIT Delhi. His UPSC journey, however, tested him deeply. He missed the final list by 7 marks once and 16 marks another time. Yet, he kept going. In 2023, he cleared the Haryana Civil Services and became a Tehsildar. While balancing a demanding government job, he prepared seriously for IFS for the first time, focusing mainly on geology and forestry. His disciplined strategy paid off — he scored exceptionally high marks, including 250 in geology. But beyond ranks and scores, what stands out is his perspective. “Don’t attach your self-worth to this exam,” he says. “Failing UPSC doesn’t make you a failure as a person.” Through years of uncertainty, fitness, friendships, and family support helped him stay grounded. His story is not just about clearing an exam — it is about resilience, patience, and learning to continue despite repeated disappointments. His honesty, clarity of thought, and composure during the personality test earned him an outstanding 225/300, one of the highest interview scores in the country. Beyond academics, Rakesh found balance through reading fiction and watching anime, reminding aspirants that maintaining hobbies and mental well-being is equally important during the UPSC journey. What does it take to transform an entire region? For IAS officer Muttimbaku Abhishikth Kishore, it begins with thinking beyond district boundaries. Visakhapatnam is preparing for a future that few cities can imagine. Known for its beaches, ports, and strategic location, the city is now aiming for a much bigger ambition — becoming the "Data Centre Capital of the World." At the centre of this vision is the 2015-batch IAS officer and Collector of Visakhapatnam, who took charge on April 1, 2026. Speaking to Indian Masterminds, he says: "We are not planning for one district; we are planning for nine districts as one integrated economic region." And the numbers are already drawing attention. 🔹 Around 25% of India's private domestic investment is currently flowing into Andhra Pradesh. 🔹 More than 60% of that investment is concentrated in the Visakhapatnam region. 🔹 A proposed USD 15 billion global data project is being described as one of the largest foreign investments India has witnessed since Independence. But this vision goes far beyond data centres. It includes: ✅ Bhogapuram International Airport ✅ New expressways and coastal corridors ✅ A double-decker highway integrated with metro connectivity ✅ Luxury hospitality projects ✅ A proposed Bharat Mandapam convention complex Most importantly, development is being linked with local opportunities. Through initiatives such as Swarna Gramam and Swarna Ward, local youth are being identified, trained, and connected with employment opportunities. Recently, Infosys recruited nearly 500 candidates through the initiative. Yet, amid the push for growth, there is a conscious effort to preserve quality of life. "People here reach the beach in ten minutes and the airport in twenty; we want to keep it that way," says Mr Kishore. Long before this ambitious regional vision, he had already demonstrated the power of grassroots intervention. As a young officer in tribal Chinturu, he helped nearly 3,000 families significantly increase their incomes through Tussar silk cultivation. At a routine public hearing in Ghaziabad, a 70-year-old widow, Satya Sharma, arrived with two simple requests: 📌 Her widow pension had stopped. 📌 Her Ayushman card was still pending. 🚨 A distress call. A locked apartment. A life hanging in the balance. When Surat Police received information that a man had consumed poison and locked himself inside his 7th-floor flat, every second mattered. ⏳ The door wouldn't open. So Constable Shailesh Chudasama made a split-second decision that few would dare to take. 🧗‍♂️ Climbing the exterior balcony grille of a seven-storey building, balancing above a concrete drop, he crossed from a neighbouring flat and entered the locked apartment. Inside, the young man was in severe distress. ⚡ The constable immediately restrained him, removed the remaining poisonous substance, and with driver Kripalsinh Gohil, rushed him towards medical help. 🚑 An ambulance intercepted them en route, and emergency treatment began without delay. ✅ Result: A life was saved. The young man is now recovering, thanks to the courage, quick thinking and humanity displayed by the Surat Police team. 👏 Gujarat Deputy CM Harsh Sanghavi praised the officers, calling it a "sensitive and humane response" that gave someone a second chance at life.
