Update:
The increase in load-shedding since I posted this has been astronomical. Post-2008 we've now had load shedding for ~9095 hrs (~379 days). A typical household has been without power for ~1625 hrs (~68 days). That latter statistic has basically doubled in the last 6 months.

Post-2008, load-shedding has been instituted nationally for ~5600 hours (~230 days). Accounting for severity of the different stages, the typical household has been without power for ~830 hours (~35 straight days)
