Complete horseshit. In 2018, Ford passed a bill to cut Toronto's Council in half in the middle of a municipal campaign. The bill was introduced on July 30, passed on August 14, and finalized by the Ontario Court of Appeal on September 19, for an election held on October 22.
NEW: the Ford government confirms the Ontario legislature will begin a 102-day summer break today, not returning until Oct. 27.
