Last night a 76-year-old was struck by a speeding driver on Ocean Pkwy, severing both his legs. He bled out on the street.
I don't know if lowering the speed limit would've prevented his death. But I do know NYC needs the ability to try. Sammy's Law now. nydailynews.com/new-york/nyc…
