The concern is concrete and documented.
@freedomhouse ranks Rwanda among the ten most prolific perpetrators of transnational repression worldwide, alongside China, Russia and Iran. Since 2014 it has physically targeted critics in at least seven countries, Germany and Belgium among them and Freedom House finds that Kigali extends control over its diaspora through its embassies and official diaspora organisations.
Posting internal-security and intelligence operators into European capitals hands them official cover and diplomatic immunity in the very cities where exiled dissidents live.
There is a precedent for refusing it. In June 2024, Kigali nominated
@GasanaAlfred, former Minister of Interior and former head of internal security at NISS as ambassador to the Netherlands. The Hague declined to accredit him over his repression record (
@nrc, January 2025). He never took the post and was moved to the senate. Warsaw and Madrid now face the same decision.
Agrément is the chokepoint. Once accreditation is granted, Vienna Convention immunity attaches and forecloses both prosecution and sanctions enforcement. The
#EU Global Human Rights Sanctions Regime exists for precisely this situation. The window is now.
