That objective that Bush could effectively communicate was based on lies and suppression of anything that contradicted their effective communication. That helped make it effective communication because they controlled any disagreement to the point of retaliation.
You might question the execution, but the Bush admin had a clear objective that they could effectively communicate to the American people.
