Southern Water has put out a statement confirming to Helena Dollimore MP that their wastewater treatment works at Eastbourne was the source.
There have been issues known to several authorities there for some years now. Systemic failures.

Today was a hearing where @SouthernWater apply for a drought order to abstract from the #rivertest to an environmentally damaging level. The images show pollution today into the @rivertest from their outfall at Nursling Industrial Estate. @EnvAgency do nothing!

Anglian Water was fined £560K for a serious pollution in 2018.
The same year it paid over £1.9 BILLION dividend to shareholders. (Ofwat figures)
The fine? 0.03% of the profit the shareholders made while/by the company breaking the law.
