1947 में देश के पास करीब 4–4.5 लाख सैनिक थे, और बंटवारे के बाद आधे संसाधन चले गए। वायुसेना और नौसेना तो नाम भर की थी। उस हालत से 2014 तक 13,25,000 एक्टिव सैनिक खड़े करना साथ में 11–12 लाख रिजर्व और पैरामिलिट्री फोर्स तैयार करना दशकों की प्लानिंग और फैसलों का नतीजा था।
नेहरू जी के टाइम 1958 में DRDO बना, जब देश में लोग खाने के लिए लाइन में खड़े थे तब रिसर्च की नींव रखी गई। 1961 में INS Vikrant आया, एशिया का पहला एयरक्राफ्ट कैरियर, उस दौर में जब कई देशों के पास ये सपना भी नहीं था।
1960 में BRO बना ताकि सीमा तक सड़कें पहुंचें, NDA और NDC बनाए गए ताकि सेना को प्रोफेशनल ट्रेनिंग मिले। ये वो नींव थी जिस पर आज तुम “सुपरपावर” का सपना देख रहे हो।
1962 में चीन से हार मिली, और वहीं से असली टर्निंग पॉइंट आया। रक्षा बजट 1.5–1.8% से बढ़ाकर 3% किया गया, सेना का विस्तार शुरू हुआ। 1965 के बाद शास्त्री ने सोवियत यूनियन से मजबूत डिफेंस टाई-अप किया, जिससे MiG जैसे फाइटर आने लगे।
इंदिरा गांधी के टाइम 1974 में परमाणु परीक्षण करके दुनिया को बताया कि ये देश सिर्फ भाषण नहीं देता। 1983 में IGMDP शुरू हुआ, जिससे अग्नि, पृथ्वी, आकाश, नाग, त्रिशूल जैसी मिसाइलें बनीं। आज जो तुम मिसाइलों पर छाती ठोकते हो, उसकी फैक्ट्री वहीं लगी थी।
विजयंत टैंक बना, INS Chakra जैसी परमाणु पनडुब्बी की शुरुआत हुई।
राजीव गांधी के समय मिराज 2000 खरीदे गए, जो कारगिल में दुश्मन के बंकर उड़ा रहे थे जब बाकी फाइटर जूझ रहे थे। 1986 में बोफोर्स तोप आई, जिसको तुम लोग सिर्फ घोटाला बोलकर भूल जाते हो, लेकिन उसी ने कारगिल में पहाड़ों पर दुश्मन को घुटनों पर ला दिया। उसी दौर में अग्नि और पृथ्वी के टेस्ट शुरू हुए।
नरसिम्हा राव के समय सुखोई-30 की डील शुरू हुई, जो आज भारतीय वायुसेना की रीढ़ है। ये कोई छोटा फैसला नहीं था, ये लॉन्ग-टर्म स्ट्रेटेजी थी।
मनमोहन सिंह के समय रक्षा का असली स्केल बढ़ा। 2004 में ₹77,000 करोड़ का बजट 2014 तक ₹2,24,000 करोड़ पहुंचा। INS Arihant आई, जिससे भारत न्यूक्लियर ट्रायड में शामिल हुआ। C-17 ग्लोबमास्टर और C-130J जैसे हैवी ट्रांसपोर्ट एयरक्राफ्ट आए।
अग्नि-V टेस्ट हुआ, जो इंटरकॉन्टिनेंटल लेवल की मिसाइल है। राफेल डील की नींव भी इसी टाइम रखी गई।
आप ये मत भूलीए, HAL, BEL, MDL, 41 ऑर्डनेंस फैक्ट्री, ये सब उसी दौर में खड़े हुए। तेजस का प्रोजेक्ट 1980s में शुरू हुआ, DRDO ने मिसाइलें बनाई, रडार सिस्टम बनाए। मतलब “आत्मनिर्भरता” कोई 2014 के बाद का जुमला नहीं, ये 50 साल पुरानी मेहनत का रिजल्ट है
सैनिकों का घर सिर्फ “जय जवान” बोलने से नहीं चलता। उस टाइम 6 पे कमीशन लागू हुए, सैलरी 20–40% तक बढ़ी। MSP शुरू हुआ। ECHS से रिटायर्ड सैनिकों को इलाज मिला। CSD कैंटीन, फैमिली हाउसिंग (MAP), OROP की प्रक्रिया 2014 तक शुरू हो चुकी थी।
ये भक्त ब्रिगेड पर वही लोग हैं जो मोबाइल पर रील देखते-देखते इतिहास का पोस्टमार्टम कर देते हैं। इन्हें लगता है 2014 से पहले देश में बस अंधेरा था और फिर अचानक सूरज निकला।
असलियत ये है कि ये लोग उस घर में रह रहे हैं जिसकी नींव किसी और ने डाली, लेकिन क्रेडिट ऐसे लेते हैं जैसे खुद ईंट उठाई हो।
देश की रक्षा व्यवस्था कोई एक पार्टी का जादू नहीं है, ये 70 साल की मेहनत, गलत फैसले, सुधार और रिसर्च का कॉम्बिनेशन है। लेकिन तुम लोग उसे भी मिटाकर “पहले कुछ नहीं था” का ढोल पीटते हो, क्योंकि सच मान लिया तो तुम्हारी पूरी कहानी ढह जाएगी।
देशभक्ति का मतलब ये नहीं कि आंख बंद करके नारे लगाओ। असली देशभक्ति ये है कि जिसने काम किया, उसका नाम लो, चाहे वो तुम्हारे पसंदीदा खांचे में फिट बैठे या नहीं...!!
