I can confirm I spoke with someone supposedly high up at Sega of America (a VP?) about a hobbyist dev kit back in ~2000. He reached out to people on the KallistiOS/dcdev mailing list(s) and asked to keep the conversation confidential
Sadly that email is probably lost...
