WASHINGTON (AP) — Navy Secretary John Phelan is leaving his job, the Pentagon abruptly announced Wednesday, the first head of a military service to depart during President Donald Trump’s second term but just the latest top defense leader to step down or be ousted. US NAVY NEWS: No reason was given for the unexpected departure of the Navy’s top civilian official, coming as the sea service has imposed a blockade of Iranian ports and is targeting ships linked to Tehran around the world during a tenuous ceasefire in the war. Another Trump loyalist is taking over as acting head of the Navy: Undersecretary Hung Cao, a 25-year Navy combat veteran who ran unsuccessful campaigns for the U.S. Senate and House in Virginia. Phelan’s departure is the latest in a series of shakeups of top leadership at the Pentagon, coming just weeks after Defense Secretary Pete Hegseth fired the Army’s top uniformed officer, Gen. Randy George. Hegseth also has fired several other top generals, admirals and defense leaders since taking office last year. The firings began in February 2025, when Hegseth removed military leaders, including Adm. Lisa Franchetti, the Navy’s top uniformed officer, and Gen. Jim Slife, the No. 2 leader at the Air Force. FICCI Roundtable on Draft Defence Acquisition Procedure (DAP) 2026 witnessed participation of Mr Apurva Chandra, Principal Advisor and Ms Dipti Mohil Chawla, Additional Secretary, Ministry of Defence, Government of India. Briefing the members on some of the key aspects of Draft DAP 2026, Shri Chandra said that the proposed version will cut down on timelines and ensure accountability and momentum. Procurement planning will also become more grounded, with focus shifted from uncertain pipelines to the projects where groundwork has already been completed. This will ensure faster execution and better alignment with industry capabilities. Another important shift is recognizing and rewarding innovation, without waiting for multiple competitors to catch up. Sharing her views, Ms Chawla said that Defense acquisition is no longer just procurement; it’s about enabling industry. With reforms building on DAP 2020, the focus is now on identifying and fixing industry pain points, encouraging realistic requirements over “perfect” specs, boosting R&D through clear capability assessments, and handholding the industry to enhance capabilities to deliver. There was a request from our military—and it is an objective need—for the creation of a special institution of a military ombudsman. We need someone who can protect the rights of our soldiers and a systematic capacity for the ombudsman to work alongside the Ministry of Defense and others to truly influence the situation and help soldiers and their families. We discussed creating such an institution with the Minister of Defense of Ukraine, military command, and representatives of civil society—many perspectives were shared. The first decision has now been prepared—a decree to appoint the President's Commissioner for the Protection of the Rights of Servicemen and their Families. This marks the beginning of work to establish the ombudsman institution. I have chosen a strong candidate, and the decree will be published tomorrow. Together with the new commissioner, the human rights community, and the Ministry of Defense, we will develop a draft law on the military ombudsman, as well as systematic foundations for their work: powers, finances, and other necessary aspects. I urge the Verkhovna Rada and the government to timely support the proposed innovations. The military ombudsman's work must begin soon.
