Urgent need for social and economic protection measures for small and marginal fisherfolk in light of the proposed fishing ban arising from diesel price hikes
Dear Shri Majhi ji,
I am writing to express deep concern over recent reports that several fishermen's associations in Odisha have decided to suspend marine fishing operations from 15 June in protest against rising diesel prices and the increasing cost of fishing operations.
While the concerns of the fishing community regarding escalating operational costs deserve immediate attention, it is equally important to recognize that any prolonged suspension of fishing activities will have severe consequences for thousands of small and marginal fisherfolk and their families who depend directly or indirectly on fisheries for their livelihoods.
The fishing sector in Odisha has already been facing multiple challenges in recent years. Climate change, rising sea temperatures, changing fish migration patterns, increasingly frequent cyclones, coastal erosion, declining fish catches, marine pollution, and degradation of coastal ecosystems have collectively placed enormous pressure on fishing-dependent communities. Many small-scale fishers are struggling to sustain their livelihoods and are already operating under significant economic stress.
In such a situation, a prolonged fishing ban arising from economic factors such as fuel costs could further aggravate livelihood insecurity, indebtedness, food insecurity, and social vulnerability among fishing households. Small and marginal fisherfolk, unlike larger commercial operators, possess very limited financial reserves to withstand extended periods without income.
The present situation therefore calls for urgent intervention by the Government of Odisha, not only to address the immediate concerns related to diesel prices but also to strengthen the broader social protection architecture for fishing communities.
I would like to humbly urge the Government to consider the following measures, after a rapid assessment of the field realities:
1. Immediate Relief and Livelihood Support
Provide interim livelihood assistance and emergency financial support to affected small and marginal fisherfolk during any prolonged fishing disruption.
Expand access to subsidized fuel support for genuinely small-scale fishing operators.
Facilitate concessional credit and debt-relief measures for vulnerable fishing households.
2. Strengthening Social Protection Measures
Expand existing social security schemes covering fishers and their families.
Enhance access to pensions, health insurance, accident insurance, education support, and livelihood diversification programmes.
Develop special livelihood support packages for fishing-dependent communities during periods of economic or environmental distress.
3. Establish a Dedicated Fisheries Livelihood Insurance Scheme
There is an urgent need for a comprehensive insurance mechanism that protects fishing households against livelihood disruptions caused by factors such as:
Extreme weather events and cyclones;
Climate change impacts;
Fuel price shocks;
Fishing bans and restrictions;
Ecosystem degradation and declining fish catches.
Such a scheme would provide an important safety net for vulnerable coastal communities facing growing climate and economic uncertainties.
4. Recognize and Support Women in Fisheries
A particularly neglected dimension of fisheries governance is the contribution of women.
Women are deeply involved in fisheries and allied activities including fish processing, drying, vending, net making and repair, transportation, marketing, value addition, and household-level fisheries enterprises. Yet, despite their significant contribution, they are often excluded from compensation packages, relief measures, insurance schemes, and livelihood support programmes because they are not formally recognized as fishers.
Whenever fishing activities are disrupted—whether due to cyclones, environmental crises, fishing bans, or economic shocks—women also suffer substantial income losses and increased burdens of care and household management. However, these impacts remain largely invisible in policy responses.
The time has come to formally recognize women as fisherfolk and ensure that they are brought within the ambit of all compensation mechanisms, social protection schemes, insurance coverage, livelihood programmes, and socio-economic safety nets available to the fisheries sector.
5. Climate-Resilient Fisheries and Long-Term Adaptation
The current situation should also serve as an opportunity to initiate a broader dialogue on climate-resilient fisheries and sustainable coastal livelihoods.
The Government may consider investing in:
Livelihood diversification programmes;
Sustainable and low-carbon fishing technologies;
Coastal ecosystem restoration;
Community-based fisheries management;
Capacity-building initiatives for youth and women in fishing communities.
Such investments can help reduce future vulnerabilities while strengthening resilience among coastal populations.
Respected Shri Majhi ji, Odisha's fisherfolk are among the state's most important food producers and custodians of coastal ecosystems. As climate change and economic uncertainties continue to intensify, it is imperative that public policies evolve to provide them with adequate protection, dignity, and livelihood security.
I sincerely hope the Government will take proactive steps to address the concerns arising from the current crisis and initiate a broader effort to strengthen social and economic protection measures for small and marginal fisherfolk and their families.

The Pakistan Poultry Association (PPA) has expressed profound disappointment over the federal budget 2026-27, stating that despite repeated assurances from the government, the poultry sector has received no meaningful fiscal relief.
In a statement issued on Saturday, the association warned that continuation of burdensome taxes on key production inputs will further increase the cost of poultry products, discourage investment, undermine export competitiveness and pose serious risks to Pakistan’s food security.
In a joint statement, PPA Chairman Abdul Basit, Vice Chairman Malik Muhammad Sharif, and senior members Dr FM Sabir and Khaleeque Arshad urged the government to immediately review taxation measures affecting the poultry industry before the Finance Bill is finalised by parliament.
The association strongly opposed the 18% sales tax on processed chicken, describing it as a major disincentive to investment in modern processing facilities. The tax discourages hygienic and value-added food production, places compliant businesses at a disadvantage and makes safe processed poultry products less affordable.
PPA also expressed concern over continued import duties and sales taxes on essential feed ingredients, including soybean meal, vitamins, minerals and amino acids. Since feed accounts for nearly 70-75% of total production costs, higher taxation on these inputs significantly increases the cost of poultry meat and eggs.
