Nein, eben nicht. Dein Application Layer ist BGP. Du tauscht damit Routinginformationen bzw Pfadinformationen aus, aber das Protokoll hat direkt nix mit den darunterliegenden Schichten zu tun. Ein BGP Routereflector nimmt ja meistens gar nicht am forwarding Teil.
