𝗔𝗱𝘃𝗮𝗻𝗰𝗶𝗻𝗴 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲: 𝗡𝗜𝗗𝗠 𝗜𝗻𝗮𝘂𝗴𝘂𝗿𝗮𝘁𝗲𝘀 𝟭𝟳𝘁𝗵 𝗖𝗼𝗺𝗽𝗿𝗲𝗵𝗲𝗻𝘀𝗶𝘃𝗲 𝗗𝗥𝗠 𝗖𝗼𝘂𝗿𝘀𝗲 NIDM Southern Campus inaugurated the 𝟭𝟳𝘁𝗵 𝗖𝗼𝗺𝗽𝗿𝗲𝗵𝗲𝗻𝘀𝗶𝘃𝗲 𝗖𝗼𝘂𝗿𝘀𝗲 𝗼𝗻 𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗥𝗶𝘀𝗸 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 being conducted from 08th to 19th June, 2026 with the objective of enhancing the knowledge, skills, and capacities of officials and practitioners engaged in Disaster Risk Reduction (#DRR) and Disaster Management across the country. The programme has brought together participants from around 19 States and Union Territories, representing government departments, State Disaster Management Authorities (SDMAs), training institutions, universities, and organizations working in the field of disaster management and resilience building. 𝗛𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀: 🔹 𝗗𝗿. 𝗣𝗮𝗻𝗸𝗮𝗷 𝗞𝘂𝗺𝗮𝗿, 𝗔𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝘁 𝗣𝗿𝗼𝗳𝗲𝘀𝘀𝗼𝗿 & 𝗖𝗼𝘂𝗿𝘀𝗲 𝗖𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗼𝗿, 𝗡𝗜𝗗𝗠, delivered the Programme Overview and Context Setting, highlighting the objectives, structure, key learning modules, and expected outcomes of the programme. 🔹 𝗗𝗿. 𝗚𝘂𝗯𝗯𝗮𝗹𝗮 𝗖𝗵𝗶𝗻𝗮 𝗦𝗮𝘁𝘆𝗮𝗻𝗮𝗿𝗮𝘆𝗮𝗻𝗮, 𝗔𝘀𝘀𝗼𝗰𝗶𝗮𝘁𝗲 𝗣𝗿𝗼𝗳𝗲𝘀𝘀𝗼𝗿, 𝗡𝗜𝗗𝗠, delivered the Welcome Address and extended a warm welcome to all participants. He highlighted the significance of continuous learning and capacity building in strengthening disaster preparedness and resilience at all levels. 🔹 𝗗𝗿. The symposium brought together NDMA, SDMAs, IMD, CWC, NRSC, IITM, NDRF, SDRF, Indian Air Force, Police, Fire Services, Railways and senior civil-military leadership from #UttarPradesh, #Bihar, #Uttarakhand and #MadhyaPradesh. The Directorate General of Shipping, in collaboration with the Captain of Ports Department and the Government of Goa, convened the Goa Coastal State Workshop – Charting the Maritime Future of India’s Coastal States on 2nd March 2026. During the Workshop, a dedicated session on Pillar I – Maritime Safety & Emergency Response featured a detailed presentation by Capt. Anish Joseph, Deputy Nautical Advisor-cum-Senior Deputy Director General (Technical), Directorate General of Shipping, Ministry of Ports, Shipping & Waterways, Government of India, focusing on the Maritime Casualty Legal Advisory framework and the critical role of Coastal States and Ports in disaster preparedness. The session emphasised the importance of clear legal pathways, defined jurisdictional responsibilities, and proactive coordination mechanisms to ensure timely response, effective casualty management, and strengthened coastal resilience. India’s updated maritime legal framework — including the Merchant Shipping Act, 2025, Indian Ports Act, 2025, Coastal Shipping Act, 2025, and the draft Carriage of Goods by Sea Bill, 2025 — provides a harmonised regime governing casualty response, wreck removal, pollution liability, and compulsory insurance enforcement. The session highlighted how the Coastal State Advisory translates these statutory reforms into actionable protocols for State authorities, Maritime Boards, Ports, SDMAs, and Pollution Control Boards. Key measures include mandatory 24-hour casualty reporting via DG Comm and MRCCs, structured inter-agency coordination, and insurance-backed safeguards ensuring liability for pollution, collision, or wreck removal rests with shipowners, not State Governments. Stated that: - Currently, 47 Doppler Weather Radars (DWRs) are operational across the country, including three in Himachal Pradesh located at Kufri, Jot, and Murari Devi, bringing approximately 87% of India’s total geographical area under radar coverage. - The Ministry of Earth Sciences has launched Mission Mausam to transform India into a “Weather-ready and Climate-smart” nation, aimed at strengthening preparedness against climate change and extreme weather events. - A mobile-based alert system is operational through the SACHET platform, generating Common Alerting Protocol (CAP) alerts for severe weather events such as heavy rainfall, lightning, thunderstorms, and dust storms. - Weather forecasts and warnings are shared with State Emergency Operation Centres (SEOCs) for further dissemination to the public, while alerts are issued to geo-targeted users via SMS by State Disaster Management Authorities (SDMAs). - The India Meteorological Department (IMD), in coordination with NDMA and C-DOT, ensures the timely dissemination of alerts through multiple platforms including the SACHET website, mobile application, and global dissemination channels such as GMAS, Google, AccuWeather, and Apple. LANDSLIDE RISK MITIGATION SCHEME Government had approved Landslide Risk Mitigation Scheme (LRMS) for four (04) States viz. Sikkim, Mizoram, Nagaland and Uttarakhand in 2019 to provide central assistance to these vulnerable States for disaster preparedness and build their capacity to take up other Landslide Mitigation Projects in future. 𝗦𝗵𝗶𝗿𝗶𝘀𝗵 𝗥𝗮𝘃𝗮𝗻, 𝗳𝗼𝗿𝗺𝗲𝗿 𝗨𝗡-𝗦𝗣𝗜𝗗𝗘𝗥 & 𝗨𝗡-𝗖𝗢𝗣𝗨𝗢𝗦 𝗹𝗲𝗮𝗱𝗲𝗿, delivered the inaugural address virtually emphasising the vital nature of satellite applications, geospatial technologies, and data-driven decision-making in managing cyclones and floods. 🔸 𝗦𝗵𝗿𝗶 𝗔𝗺𝗮𝗿𝗷𝗲𝗲𝘁 𝗞𝘂𝗺𝗮𝗿, 𝗔𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝘁 𝗣𝗿𝗼𝗳𝗲𝘀𝘀𝗼𝗿 & 𝗖𝗼𝘂𝗿𝘀𝗲 𝗖𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗼𝗿, 𝗡𝗜𝗗𝗠, presented the programme overview and context setting, outlining the objectives, structure, and key learning outcomes of the training programme.
