But what happens when the NEC creates both the ballots and the stamp, has the polling officer use that stamp, and then collects it after the election? 👉 Ballot duplication becomes possible. Especially, for early voting, the ballots are printed with the stamp already on them — not stamped by hand. Furthermore, the use of NEC-issued stamps in both early voting and election-day ballots—rather than the legally required personal seals of polling officers—constitutes a grave violation of electoral integrity. This is clearly illegal.
