I know a lot of people have been waiting for this survey, especially given the potential for an EF4 rating based on some of the extreme damage observed.
While I personally believe the tornado reached low-end EF4 intensity, I think this was a fair assessment and a job well done by NWS Chicago. I also suspect they gave serious consideration to an EF4 rating, particularly because of the statement, “The maximum degree of damage was assigned for the given damage indicator,” which was included with the 165 mph transmission tower damage indicators. That’s just something worth keeping in mind when discussing the final rating.
The Kouts, Indiana EF-3 tornado had winds up to 165mph, per NWS Chicago. The worst damage was inflicted to the transmission towers, which could be only be rated with 165mph winds as per the maximum degree of damage. The slabbed farmhouse was rated with 160mph winds.
