"The 2027 elections are critical, and change requires active citizen participation." —Alfred Agu, @accountlabng. In his closing remarks at the Intergenerational Civil Society Convening, he stressed that Nigerians who desire a better future must take responsibility for driving change through democratic participation. He encouraged citizens, particularly eligible voters, to obtain their Permanent Voter Cards (PVCs) and actively engage in the electoral process, noting that meaningful change begins when citizens participate in shaping the nation's future. He concluded by reminding participants that the strength of Nigeria's democracy depends on the willingness of its citizens to show up, participate, and make their voices count.

Earlier today, Dataphyte Foundation participated in the Intergenerational Civil Society Convening on Rethinking Civic Space and Democratic Coordination Ahead of 2027 organised by @hopebehindbar and @accountlabng. The dialogue brought together intergeneration stakeholders across civil society organisations, government institutions, and student groups to reflect on how civic participation and citizen engagement have evolved over time. Discussions drew lessons from some of Nigeria's most significant social movements and civic actions, including the June 12 struggle of 1993, the Occupy Nigeria protest in 2012, the #EndSARS movement in 2020, and the #EndBadGovernance protests in 2024. Participants noted that some of the factors that contributed to the effectiveness of previous social movements in Nigeria were strong strategy, a unified voice, clear leadership structures, and coordinated action. They also emphasised that democratic development is a continuous process and there may never be a point where all the positive changes citizens envision for the country are fully realised. As such, participants stressed the need for citizens and civil society actors to remain actively engaged in civic processes by holding public institutions accountable, demanding transparency, asking critical questions on governance issues, and participating in policy dialogues and decision-making processes that shape national development. The convening provided an opportunity for cross-generational learning and reflection on how civic actors can increase civic education, adapt to emerging challenges, and build a more inclusive democratic space ahead of the 2027 elections.

Describing the convening as both timely and necessary in light of Nigeria’s current democratic realities, Mr. Anthony Ubani of @fixpoliticsnig during the plenary session emphasized that the 2027 general elections present a critical opportunity for citizens to reclaim democratic ownership and influence the future of governance in Nigeria. Highlighting the importance of civic responsibility, he encouraged participants to obtain their Permanent Voter Cards (PVCs), noting that active voter participation remains a powerful tool for advancing reforms in governance, economic development, and national security. He also called for stronger public awareness and grassroots mobilisation efforts to encourage more Nigerians, particularly young people, to register and participate meaningfully in the electoral process.

Contributing to discussions during the plenary engagement, Khadijat of @ParadigmHQ emphasized the importance of intentional and strategic inclusion in #civicparticipation efforts, noting that engagement approaches must reflect the specific needs and realities of different groups rather than relying on broad, one-size-fits-all methods. She also stressed the importance of digital security awareness, highlighting the need for voter education and training that equips citizens with the knowledge to safely navigate digital spaces during electoral processes.

During a panel session on “Rethinking Nigeria’s Civic Space Across Generations” at the Intergenerational Civil Society Convening, panelists raised key concerns around democratic participation and civic sustainability in #Nigeria. They noted a weakening of intergenerational civic continuity, with concerns that #civicengagement is becoming less strategic and coordinated compared to earlier democratic movements. The decline of strong organising structures and intentional leadership succession was identified as a risk to sustaining long-term civic impact. Emphasizing the need for renewal, they called for stronger voter education that is community-driven, accessible, and grounded in citizens’ realities, alongside intentional intergenerational civic coalitions that strengthen collaboration, mentorship, and coordinated advocacy beyond protest.

"Where rights are protected, democracy flourishes." — Halilu Adamu Esq, Director of Civil and Political Rights at the @NhrcNigeria. Speaking at the Intergenerational Civil Society Convening, he noted that young Nigerians are redefining the #civicspace and governance. He stressed that meaningful participation relies on openness, responsibility, and access to information, calling the FOI Act a key tool to expand access to credible information. He emphasized that digital platforms have transformed #citizenengagement, serving as tools to deepen inclusion rather than obstacles. Urging Nigerians to engage more actively in elections through dialogue and informed civic action, he concluded that the quality of democracy is ultimately shaped by the quality of citizen participation.

With Nigeria approaching the #2027GeneralElections, there is a growing need to strengthen civic participation beyond voter registration and ensure sustained democratic engagement throughout the electoral cycle. Opening the Intergenerational Civil Society Convening, @thehassanian, Programmes Manager at @hopebehindbar, emphasized the importance of #activecitizenship and collective responsibility in strengthening democracy. Setting the tone for the discussion, he noted that while voter registration is important, democracy is sustained through continuous #citizenengagement, collective action, and accountability beyond election periods. He encouraged participants to use the convening as a space for reflection on the state of Nigeria’s #civicspace and to explore practical pathways for deepening democratic participation.

Nigeria has built one of Africa’s largest digital identity systems, yet Nigerians remain largely unprotected from how their data is accessed, shared, and misused. Despite the #NigeriaDataProtectionAct2023 and the @ndpcngr, enforcement in public institutions remains inconsistent, so breaches are often identified and investigated, but accountability and deterrence are limited. From electoral databases to national identity records and surveillance systems, protection exists more on paper than in practice. This is not a problem of laws but a crisis of implementation, accountability, and oversight. So the question remains; is Nigeria’s data protected for citizens, or from them? The conversation around governance is changing and our May newsletter captures why. Last month, we explored how Nigerians are increasingly measuring leadership by visible impact and lived realities, not just promises or policy announcements. From #civicspace and digital governance to public accountability and #citizenengagement, this edition examines what these shifts mean for governance and public trust in Nigeria. From online harassment and misinformation to identity theft and fear of speaking out, participants in @NasarawaGovt shared the realities of navigating digital spaces without adequate protection or trusted reporting channels. These are everyday experiences shaping how citizens speak, engage, and protect themselves online. We urge the @ndpcngr, @NOA_Nigeria, and @NITDANigeria to strengthen public awareness, improve access to functional reporting and redress mechanisms, and ensure that citizens, especially young people and vulnerable groups, understand and can exercise their digital rights safely. #digitalrights #dataprotection #civicspace #humanrights

The @OfficialFCTA issued a directive threatening property title revocation for hosting “illegal organizations.” No law cited. No definition offered. This is how administrative overreach begins, with a #pressstatement dressed as policy. 🧵 1. Illegal organization appears 4 times in this statement. It isn’t defined. Under Nigerian law, that classification belongs to the @cacnigeria1, relevant statutes, and ultimately the courts. A spokesperson’s #pressrelease carries none of that authority.
FCTA PRESS RELEASE  FCTA Warns Event Centre, Hotel Owners Against Use By Illegal Organizations  The Federal Capital Territory Administration (FCTA) has sounded a note of warning to owners of Event Centres, Hotels and other public buildings in the Federal Capital Territory (FCT) to stop offering their facilities for use by illegal organizations. The FCTA noted that allocations of lands in the FCT are strictly to carry out lawful activities, adding that "going forward, title documents of any event center, hotel or public building that is used for the gathering of illegal organizations will be revoked." This was contained in a statement on Friday,  by Lere Olayinka,  Senior Special Assistant on Public Communications and Social Media to the FCT Minister,  Nyesom Wike. "In view of the need to further ensure the security of lives and properties in the FCT and sustain the efforts of security agencies in this regard, usage of Event Centres, Hotels and other public buildings will now be closely monitored.  "This is aimed at ensuring that they are not used by illegal organizations for gatherings capable of disrupting the peace of the nation's capital. "Owners of these facilities are therefore urged to take cognizance of the legality of organizations seeking to use their facilities and the purpose before letting them out. "For instance,  in this political season, owners of Event Centres and Hotels in particular must ensure that they only deal with Independent National Electoral Commission (INEC) recognised leadership of political parties in respect of the use of their facilities, and proper records of transactions must be kept. "Failure to comply with this directive will result to revocation of the title documents such properties." Lere Olayinka Senior Special Assistant Public Communications and Social Media May 29, 2026

3. Sections 39 and 40 of the 1999 Constitution protect freedom of expression and association. No ministerial directive overrides constitutional rights. Any enforcement of this statement as-issued is immediately open to legal challenge. If there is a genuine security concern, the appropriate tools exist: gazette a regulation, cite enabling legislation, obtain a court order. The gap between a lawful directive and this press statement is where accountability must stand!
