President Mnangagwa’s vision for strengthening provincial governance and national devolution agenda outlined!
In his address to Provincial Ministers of State yesterday at State House, President Mnangagwa outlined his vision for the future of governance in Zimbabwe, emphasizing the need for a culture of collective responsibility and enhanced coordination across Ministries, Departments, and Agencies, particularly at the provincial level. This vision is in line with the Government's ongoing efforts to achieve its Vision 2030 goal of transforming Zimbabwe into an upper-middle-income economy.
At the heart of President Mnangagwa's speech was a call for greater collaboration and unity across the various levels of Government. He stressed that the culture of collective responsibility, which has started to take root across the provinces, should be nurtured and further strengthened. As Zimbabwe progresses towards its 2030 aspirations, a more unified, responsive, and efficient approach to governance at every level will be critical to achieving national goals.
The President also emphasized the importance of organizational agility and a positive work ethic. He pointed out that these values are now more evident across provinces, and they must be maintained as part of Zimbabwe’s continued progress. A proactive approach to governance will ensure that the country’s development trajectory remains on track and responsive to the needs of all citizens.
An integral part of the President's vision is the successful implementation of the national devolution agenda. For this to be effective, President Mnangagwa highlighted the importance of submitting comprehensive and timely reports by Ministries of State for Provincial Affairs and Devolution. These reports should include detailed data on various issues, including economic affairs, and address the challenges faced by each province.
However, the President expressed his concern that some provinces are falling short in this regard. Failure to submit timely reports creates gaps in the coordination of Government programs and projects, leading to inefficiencies and missed opportunities for development. He made it clear that for the Government to successfully manage and implement its devolution agenda, consistent and accurate reporting is crucial. These reports form the backbone of informed decision-making and the effective allocation of resources across the country.
President pointed out that gaps and disruptions in the coordination of Government programs and projects are a result of delayed or inadequate reporting from some provinces. These issues, while unfortunate, must be addressed to ensure the smooth and effective functioning of the devolution agenda. The Government’s focus on improving the reporting mechanisms at the provincial level is a necessary step to minimize these gaps and guarantee that the national development plans are executed seamlessly across all provinces.
Ultimately, President Mnangagwa’s vision for Zimbabwe is rooted in a strong and effective governance framework that promotes accountability, coordination, and progress at every level. By strengthening collective responsibility and ensuring that provincial ministries meet their reporting obligations, Zimbabwe will be better positioned to achieve its ambitious Vision 2030 goals. The President’s focus on organizational agility and sustained positive work ethic across the provinces is a reminder that success lies in the unity and determination of all stakeholders.
As the country marches towards its vision for 2030, the Government remains committed to ensuring that all provinces are fully engaged and equipped to contribute to the national agenda. Through consistent coordination, timely reporting, and a collective commitment to development, Zimbabwe is set to realize its potential and build a prosperous future for its citizens
