Today, I had the distinct honour of attending the 6th Legislative Summit 2026 organized by the County Assemblies Forum (CAF), a vital platform that brings together legislative leaders to reflect, share experiences, and strengthen governance at the county level. The summit was graced by the Chief Guest, H.E.Dr. Musalia Mudavadi, whose presence underscored the importance of collaborative leadership in advancing our nation’s development agenda. This summit is of great significance as it provides an opportunity for County Assemblies to interrogate emerging issues, enhance legislative capacity, and promote accountability in the management of public resources. It also fosters peer learning and the exchange of best practices, which are essential for improving service delivery across our counties. Devolution remains one of the most transformative pillars of our Constitution. Its core objects—promoting democratic and accountable exercise of power, fostering national unity while recognizing diversity, giving powers of self-governance to the people, and enhancing equitable development—continue to guide our governance framework. County Assemblies stand as the bedrock of devolution. Through their legislative, oversight, and representation roles, they ensure that the aspirations of wananchi are translated into tangible development outcomes. Strong, effective, and empowered County Assemblies are therefore central to delivering the vision of a prosperous, inclusive, and well-governed Kenya. Communities that were once marginalized are now at the center of development, as resources are being distributed more equitably to provinces and districts. This shift is empowering local authorities to respond directly to the needs of their people, ensuring that no one and no place is left behind. The increased investment in infrastructure and service delivery is not only improving livelihoods but also unlocking economic potential in rural areas. Farmers are accessing markets more easily, clinics are serving communities more efficiently, and young people are finding new opportunities closer to home. Devolution is more than decentralization — it is about restoring dignity, promoting inclusion, and building resilient communities that can drive their own development. As a nation, we recognize that sustainable urban development is crucial for the well-being of our citizens and the resilience of our communities. Strengthening partnerships and sharing knowledge across borders is key to achieving this vision. Recently, I held an engagement with NEC CEO Mary Njogu and Fatima Higander to advance waste management initiatives. This meeting underscores Kenya’s commitment to strengthening international partnerships that drive sustainable urban development, enhance environmental management and improve public service delivery. A flagship collaboration involves Kenya’s county governments and Swedish municipalities under the International Centre for Local Democracy (ICLD). Key areas of cooperation include water and sanitation management, solid waste management, environmental protection, institutional capacity building, gender equality and youth inclusion. These initiatives equip county governments with technical expertise, foster inclusive governance and enhance local environmental management systems. Strategically, these partnerships advance Kenya’s Sustainable Development Goals by promoting knowledge exchange, strengthening institutional frameworks, and supporting resilient urban planning. They also reinforce the country’s broader development agenda by ensuring urban centers become models of sustainable, inclusive and climate-resilient growth. Ultimately, President Mnangagwa’s vision for Zimbabwe is rooted in a strong and effective governance framework that promotes accountability, coordination, and progress at every level.
