EU Defence Commissioner Andreas Kubilius again pitches for UK Norway and Ukraine to join a European Defence Union, requiring inter-governmental treaty.
"NATO membership for Ukraine for the time being is not available; full membership of the European Union is a complicated process, which cannot guarantee quick integration of defence capabilities.
"Those are the reasons why the most effective instrument could be to look for some new instrument, which would concentrate specifically on the integration of all the European defence capabilities.
"That is why we need a European Defence Union - which would allow to integrate defence capabilities of Ukraine, the United Kingdom, Norway with those of willing EU Member States.
"Such an integration would be also a strong security guarantee for Ukraine after just peace will be established.
"Integration of Ukraine into the Single Market and into a European Defence Union at the same time and in the nearest future could be a clear part of the European strategic approach towards Ukraine".
