#NPRR1188, Nodally Dispatched Loads in SCED. Had ~30 co-signatories to the sponsored proposal.
Who?!: To allow willing batch zero firm loads to energize more quickly than firm upgrade date, ie. without waiting for full transmission upgrades, and privatize delivery risk. As Provisional CLRs, they agree to comply to binding dispatch algorithm. They pay their way to be studied and allocated firm rights, and elect Provisional CLR to manage themselves like gen does today, but under different criteria (easier) than Gen. Gen is mitigated for market power. CLR mitigation will be "just in time, last in line" for reliability constraints.
