The point of banning the kirpan is to intentionally target a specific community of foreigners who should not feel comfortable or welcome in western nations.
It’s to send a message, it’s to make clear that they are not wanted and will not be permitted to carry weapons that can be potentially used against a defenseless native populace.

One night as a kid, I was staying over at my black friend’s house. His stepdad was kind enough to buy us some wings for dinner.
