Thirty eight years ago today the sky over Halabja rained poison. On March 16, 1988 Saddam Hussein’s regime used chemical weapons against the Kurdish city of Halabja killing more than 5,000 civilians and injuring thousands more. The truth reached the world because courageous investigators listened to Kurdish survivors. KHRW board member Margareta Hansen documented atrocities against the Kurdish people and helped bring international attention to the suffering of Halabja. Peter Galbraith and Chris Van Hollen, then staff members of the United States Senate Foreign Relations Committee, traveled to Kurdish refugee camps, interviewed survivors, and gathered evidence including hair samples that helped prove Kurdish civilians had been attacked with chemical weapons. Halabja became the symbol of the Anfal genocide against the Kurdish people. Thirty eight years later Kurds remember. But Kurds also warn the world. From Halabja to Rojava, from Mahabad to Bakur and Rojhelat, the Kurdish people still face repression, displacement, and attempts to erase their identity. Developments in northwestern Iran are still unfolding and reports remain unclear, but one truth is undeniable. The Kurdish people across Rojhelat, Rojava, Bashur, and Bakur share a common aspiration for dignity, unity, and democratic self governance. For decades Kurds have resisted authoritarian regimes, defended their communities, and stood on the front lines against extremism including ISIS. The courage of Kurdish fighters and political leaders has repeatedly demonstrated that the Kurdish people are a force for stability and pluralism in the Middle East. This moment must also be a reminder of the importance of Kurdish unity. Political divisions have historically weakened the Kurdish cause. Unity among Kurdish movements and parties is essential if Kurds are to secure lasting rights and protection. The future of the region cannot be built on centralized authoritarian states that suppress ethnic and religious communities. The only sustainable path forward is democratic federalism that guarantees autonomy, cultural rights, and political representation for all peoples. Federalism has already proven to be a stabilizing model in places such as the Kurdistan Region of Iraq and the Autonomous Administration in northeast Syria. Similar frameworks can ensure peace, coexistence, and democratic governance throughout the region. The Kurdish people are not seeking chaos or war. They seek recognition, security, and the right to govern their own affairs within democratic federal systems that protect all communities. The Kurdish people have proven, through immense sacrifice, that we are among the most reliable and effective partners against ISIS and terror. Kurds, Druze, Christians, Yazidis, and all minorities deserve security, recognition, and genuine political partnership — not abandonment. That is why I strongly encourage Israel to continue and deepen direct dialogue with Kurdish leaders in Rojava, as well as across Kurdistan and the diaspora. Supporting Kurdish self-determination, decentralization, and federalism is not only morally right — it is strategically wise. These models are the clearest path to long-term stability, counterterrorism, and regional balance, especially when compared to the failed “centralized” systems that have produced dictatorship, sectarianism, and endless war. We must also be honest about the growing danger: Erdogan’s Turkey continues enabling extremist networks while pursuing neo-Ottoman ambitions, and Al-Sharaa’s forces have already shown alarming signs of jihadist ideology, brutality, and persecution of minorities. The region cannot afford another “ISIS 2.0” rising under a new name while the world looks away. Foreign Minister Gideon Sa’ar’s leadership and continued engagement are critical. We hope he will keep pressing the United States government — the Senate and the House of Representatives — to take concrete action to protect the Kurds and all vulnerable communities in Syria. This includes advancing the Save the Kurds Act and ensuring it gains real momentum: ✔️ more Senate co-sponsors ✔️ a designated committee path ✔️ and most importantly, a House version to mirror the Senate bill We also need members of the U.S.–Israel Caucus and all friends of Israel and the Kurds in Congress to sign on, co-sponsor, and help push this forward. Turning our backs on them now would not only be a moral failure, but a strategic gift to ISIS and its successors. History is watching. Lifting the Caesar Act was hasty and dangerous. It must be reinstated. Those who rushed this reversal—including Ambassador Barrack—should be held accountable for the situation Kurds face today, including the risk of annihilation. The U.S. cannot trust Jolani’s jihadist forces to guard former ISIS prisoners after Kurdish men and women did so for a decade at great personal cost. Syria’s only viable path forward is decentralization and federalism—modeled on what the Kurds achieved with the Kurdistan Regional Government in Iraq, permanently drafted into the Iraqi constitution, after genocide and immense sacrifice. Yes the relationship between Baghdad government and Kurdistan Regional Government is not always in best terms, but at least Iraq is a federal country while Syria is Syria Arab Republic, permanently disrespecting and excluding the different diverse ethnic and religious communities in Syria.
