Internal whistleblowers have long alleged that superiors at RBS @NatWestGroup and Ulster Bank (North & South) ordered SMEs and entrepreneurial borrowers of a certain size to be systematically destroyed through the wrongful use of complex swaps, hidden commissions, undisclosed break‑costs and collusive undervaluations.
If that is the “true culture” of a so-called “restructuring” unit, then the emergence of a manager like Holloway, charging clients to stop the course of action, was a logical consequence of the upstream conduct.
Orders to “squeeze” viable businesses, design punitive structures and operate through entities like West Register or similar mechanisms, creates the very environment into which bribery flows.
In that sense, the senior‑level actors who mandated the destruction of viable SMEs are themselves participating in a broader deceitful enterprise, even if (so far) the formal criminal charge is laid against the intermediary, Holloway.
The bribe‑taker is criminal however this system that generated the bribe is also morally and structurally corrupt and may in many cases be legally fraudulent in the civil and criminal law sense.
Perhaps the leniency arises not just from the guilty plea, but from the defence arguments not having to be aired in open court?

It sounds like a parody, Cummings stressed, "but it is literally how the British state functions today".
MPs love it because the system pretends they're in charge. Officials love it because they hold almost all the real power.
