2/n Bengaluru pays the highest metro fares across India. This shows that the Govt here has no understanding of what should constitute a city's mobility. * Firstly, because the city doesn't have it own Govt, as prescribed by the 74th Amendment of the constitution. * Secondly, the state govt policy is directed by the vested interests of ministers in the cabinet, who ignorantly chase after car-oriented projects like tunnel roads and elevated corridors. * Instead of investing in and subsidising public transport, the state govt wishes to invest on and subsidise car use; displaying its lack of planning wisdom. * The ideal mobility regulator under the National Urban Transport Policy, the UMTA is non existent or non operational here. The BMLTA that has been constituted is merely a showpiece with no actual powers. Dear @CMofKarnataka Both State and Center are stakeholders in @OfficialBMRCL . In fact, State has invested higher amount, so it has a majority say! COMPARISON: Bengaluru Vs Chennai Metro Same MOU, different behaviour: * TN reduces fares by 40%, * Karnataka increases fares by 71%! x.com/BLRMobility/status/202… How come the Tamil Nadu Govt reduced the fares in Chennai, rather than increase it? ಬೆಂಗಳೂರು ಮೆಟ್ರೋ ಕೇವಲ ಒಂದು ಸಾರಿಗೆ ವ್ಯವಸ್ಥೆಯಲ್ಲ, ಅದು ನಮ್ಮ ನಗರದ ಲಕ್ಷಾಂತರ ಉದ್ಯೋಗಿಗಳು, ವಿದ್ಯಾರ್ಥಿಗಳು ಹಾಗೂ ಸಾಮಾನ್ಯ ಕುಟುಂಬಗಳ ಕನಸುಗಳನ್ನು ಹೊತ್ತೊಯ್ಯುವ, ಪ್ರಗತಿಯತ್ತ ಮುನ್ನಡೆಸುವ ಮತ್ತು ಈ ಎಲ್ಲರ ದೈನಂದಿನ ಜೀವನಾಡಿಯ ಸಂಕೇತವಾಗಿದೆ. ಇತ್ತೀಚಿನ ಮೆಟ್ರೋ ದರ ಪರಿಷ್ಕರಣೆಯ ನಂತರ ಪ್ರಯಾಣಿಕರಿಂದ ವ್ಯಕ್ತವಾದ ಆತಂಕ ಮತ್ತು ಬೇಸರವನ್ನು ನಾನು ಅರ್ಥೈಸಿಕೊಳ್ಳಬಲ್ಲೆ. ಜನರ ಅಹವಾಲಿಗೆ ಕಿವಿಯಾಗಬೇಕಿರುವುದು ಪ್ರತಿ ಜವಾಬ್ದಾರಿಯುತ ಸರ್ಕಾರದ ಕರ್ತವ್ಯ ಎಂದು ನಂಬಿರುವ ನಮಗೆ ನಿಮ್ಮ ಅಹವಾಲುಗಳೇ ಆದ್ಯತೆಯಾಗಿವೆ. ಸತ್ಯ ಸಂಗತಿ ಏನೆಂದರೆ; ಮೆಟ್ರೋ ರೈಲ್ವೇಸ್ (ಆಪರೇಷನ್ & ಮೇಂಟೆನೆನ್ಸ್) ಆಕ್ಟ್, 2002ರ ಅಡಿಯಲ್ಲಿ, ಮೆಟ್ರೋ ದರಗಳನ್ನು ರಾಜ್ಯ ಸರ್ಕಾರ ನಿರ್ಧರಿಸುವುದಿಲ್ಲ. ದರಗಳನ್ನು ಕೇಂದ್ರ ಸರ್ಕಾರದ ವಸತಿ ಹಾಗೂ ನಗರ ವ್ಯವಹಾರಗಳ ಸಚಿವಾಲಯದ ಮೂಲಕ ರಚಿಸಲಾದ ಸ್ವತಂತ್ರ ದರ ನಿಗದಿ ಕಮಿಟಿ (FFC) ನಿರ್ಧರಿಸುತ್ತದೆ. ಆಕ್ಟ್‌ನ ಸೆಕ್ಷನ್ 36ರ ಪ್ರಕಾರ, ದರ ನಿಗದಿ ಕಮಿಟಿಯು ನಿಗದಿತ ಅವಧಿಯೊಳಗೆ ತನ್ನ ಶಿಫಾರಸುಗಳನ್ನು ಸಲ್ಲಿಸಬೇಕು, ಮತ್ತು ಸೆಕ್ಷನ್ 37ರ ಅಡಿಯಲ್ಲಿ ಈ ಶಿಫಾರಸುಗಳು ಮೆಟ್ರೋ ಆಡಳಿತವು ಒಪ್ಪಲೇಬೇಕಿದೆ ಮತ್ತು ಜಾರಿ ಮಾಡಬೇಕಿದೆ. ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಅಥವಾ ಬೆಂಗಳೂರು ಮೆಟ್ರೋ ರೈಲು ನಿಗಮಕ್ಕೆ ಈ ಶಿಫಾರಸುಗಳನ್ನು ರದ್ದುಗೊಳಿಸುವ ಅಥವಾ ಉಲ್ಲಂಘಿಸುವ ಕಾನೂನಾತ್ಮಕ ಅಧಿಕಾರವಿಲ್ಲ. ಈ ದರ ನಿಗದಿ ಕಮಿಟಿಯನ್ನು: ● ಕೇಂದ್ರ ಸರ್ಕಾರವೇ ರಚಿಸುತ್ತದೆ. ● ಹೈಕೋರ್ಟ್ ನ ನಿವೃತ್ತ ನ್ಯಾಯಮೂರ್ತಿಯವರು ಕಮಿಟಿಯ ನೇತೃತ್ವ ವಹಿಸಿರುತ್ತಾರೆ. ● ಕೇಂದ್ರದ ನಿಯಮಗಳ ಅಡಿಯಲ್ಲಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿರುತ್ತದೆ. ● ಮತ್ತು ಸಂಸತ್ತಿನಲ್ಲಿ ತಾವೇ ಈ ಶಿಫಾರಸುಗಳನ್ನು ಕಡ್ಡಾಯವಾಗಿ ಅನುಸರಿಸುವಂತೆ ಮಾಡಿ ಈಗ ನಮ್ಮ ಸರ್ಕಾರದ ಮೇಲೆ ಬೆಲೆಯೇರಿಕೆ ನಿರ್ಧಾರದ ಆರೋಪ ಹೊರಿಸುವುದು ಅಪ್ರಾಮಾಣಿಕ ನಡೆ ಮಾತ್ರವಲ್ಲ, ಜನರನ್ನು ಉದ್ದೇಶಪೂರ್ವಕವಾಗಿ ತಪ್ಪುದಾರಿಗೆಳೆಯುವ ಪ್ರಯತ್ನವಾಗಿದೆ. ನಾನು ಈ ಕೆಳಕಂಡ ವಿಷಯವನ್ನು ಔಪಚಾರಿಕವಾಗಿ ಕೇಂದ್ರ ಸರ್ಕಾರದೊಂದಿಗೆ ಚರ್ಚಿಸಲಿದ್ದು, ಕೇಂದ್ರಕ್ಕೆ ನನ್ನ ಒತ್ತಾಯಗಳು: ● ದರ ನಿಗದಿ ಕಮಿಟಿಯು ಶಿಫಾರಸು ಮಾಡಿರುವ ದರವನ್ನು ಮರುಪರಿಶೀಲಿಸಬೇಕು. ● ದೈನಂದಿನ ಪ್ರಯಾಣಿಕರು, ವಿದ್ಯಾರ್ಥಿಗಳು ಮತ್ತು ಬಡಜನರಿಗೆ ಅನುಕೂಲವಾಗುವಂತೆ ಸಮಾನವಾಗಿ ದರ ನಿಗದಿ ಮಾಡುವ ವ್ಯವಸ್ಥೆಯನ್ನು ಅನುಸರಿಸಬೇಕು. ● ಸಾಮಾಜಿಕ ನ್ಯಾಯದೊಂದಿಗೆ ಸುಸ್ಥಿರ ಆರ್ಥಿಕತೆಯನ್ನು ಸರಿದೂಗಿಸುವ ನೀತಿಗಳ ಬಗ್ಗೆ ಗಮನ ಹರಿಸಬೇಕು. ನಗರಗಳ ಸಂಪರ್ಕ ಹಾಗೂ ಸಾರಿಗೆ, ಸಾರ್ವಜನಿಕ ಸೇವೆಗಳು ಮತ್ತು ಜನರ ಹಿತವನ್ನು ರಕ್ಷಿಸುವಲ್ಲಿ ಕರ್ನಾಟಕವು ದೇಶದಲ್ಲೇ ಮುಂಚೂಣಿ ರಾಜ್ಯವಾಗಿದೆ. ನಾವು ಬೆಂಗಳೂರು ನಗರ ನಿವಾಸಿಗಳ ಹಿತರಕ್ಷಣೆಗಾಗಿ ಸಂವಿಧಾನಾತ್ಮಕವಾಗಿ, ರಚನಾತ್ಮಕವಾಗಿ ಮತ್ತು ದೃಢವಾಗಿ ನಿಲ್ಲಲಿದ್ದೇವೆ. ವಿರೋಧ ಪಕ್ಷಗಳು ಹರಡುತ್ತಿರುವ ತಪ್ಪು ಮಾಹಿತಿಯನ್ನು ಬದಿಗೊತ್ತಿ ರಾಜ್ಯದ ಜನತೆಯ ಹಿತಕ್ಕಾಗಿ ನೀವೆಲ್ಲರೂ ನಮ್ಮ ಜೊತೆ ನಿಲ್ಲಬೇಕು ಎಂದು ಮನವಿ ಮಾಡುತ್ತೇನೆ. ದೆಹಲಿಯಲ್ಲಿ ಕರ್ನಾಟಕದ ಹಿತ ಕಾಪಾಡಲು ವಿಫಲರಾಗಿರುವ ಬಿಜೆಪಿ ನಾಯಕರೇ ಇಂದು ಮೆಟ್ರೋ ಪ್ರಯಾಣ ದರ ಏರಿಕೆಗೆ ರಾಜ್ಯ ಸರ್ಕಾರವನ್ನು ಗುರಿಯಾಗಿಸಿ ಟೀಕಿಸುವ ಮೂಲಕ ರಾಜಕೀಯ ನಾಟಕ ಮಾಡುತ್ತಿದ್ದಾರೆ. ● ಕರ್ನಾಟಕದ ಬಿಜೆಪಿ ಸಂಸದರು ಈ ವಿಷಯವನ್ನು ಸಂಸತ್ತಿನಲ್ಲಿ ಏಕೆ ಪ್ರಶ್ನಿಸಲಿಲ್ಲ? ● ಕರ್ನಾಟಕದ ಬಿಜೆಪಿ ಸಚಿವರು ಕೇಂದ್ರ ಮಟ್ಟದಲ್ಲಿ ಉನ್ನತ ದರದ ಸ್ಲ್ಯಾಬ್‌ಗಳನ್ನು ಏಕೆ ವಿರೋಧಿಸಲಿಲ್ಲ? ● ಬೆಂಗಳೂರಿಗರ ಬೆಂಬಲಕ್ಕೆ ನಿಲ್ಲಬೇಕಿದ್ದ ಕರ್ನಾಟಕದ ಬಿಜೆಪಿ ನಾಯಕರು ದೆಹಲಿ ಸರ್ಕಾರದ ವಕ್ತಾರರಂತೆ ವರ್ತಿಸುತ್ತಿರುವುದು ಯಾಕೆ? ಅಸಮರ್ಪಕ ತೆರಿಗೆ ಹಂಚಿಕೆ, ನ್ಯಾಯಯುತ ಅನುದಾನದ ನಿರಾಕರಣೆ, ಮೂಲಭೂತ ಸೌಲಭ್ಯಗಳಿಗೆ ಬೆಂಬಲ ನೀಡುವಲ್ಲಿ ಅನುಸರಿಸುತ್ತಿರುವ ವಿಳಂಬ ನೀತಿ ಮತ್ತು ಈಗ ಸಾಮಾನ್ಯ ಜನರ ಮೇಲೆ ಹೊರೆ ಹಾಕುವ ಮೆಟ್ರೋ ದರಗಳು, ಇವೆಲ್ಲವೂ ಕನ್ನಡಿಗರನ್ನು ಶೋಷಣೆಗೊಳಿಪಡಿಸಲು ಕೇಂದ್ರ ಸರ್ಕಾರದ ಅಸ್ತ್ರಗಳಾಗಿವೆ. ರಾಜ್ಯ ಬಿಜೆಪಿ ನಾಯಕರು ತಮ್ಮ ಹೈಕಮಾಂಡ್‌ನ ಓಲೈಕೆಗಾಗಿ ಸುಳ್ಳು ಮಾಹಿತಿ ನೀಡುವುದನ್ನು ಬಿಟ್ಟು, ಜನರ ಹಿತಕ್ಕಾಗಿ ಈಗಲಾದರೂ ತಮ್ಮದೇ ಪ್ರಧಾನಿಗಳ ಬಳಿ ಧ್ವನಿಯೆತ್ತಲಿ. #RollBackMetroFair

Bengaluru: Metro fare fixation process as per the MoU. -GoK to make institutional arrangement (BMLTA) for fare revision for all modes except suburban rail -BMRCL makes statutory arrangements -GoI constitutes FFC if BMRCL requests So, GoK & BMRCL MD call the shots on fares.

An MP could give the Govt a full 'Transport Plan' that the city desperately needs in two days; what is shocking is that the Govt does not have the mandated authorities, nor the capacity to come up with such a sensible plan on its own in 33 years. Instead the Govt chases after dubious, ad-hoc and arbitrary Non Plan projects suggested by scammers! Just imagine how dysfunctional the Govt has become!? The Metropolitan Planning Committee, the prescribed Planning Authority for the city, exists only on paper - no experts or planners have been hired. The BMLTA, the transport regulator for the city also exists only on paper. And a minister goes around announcing all kinds of Non-Plan projects that lack common sense even. 33 years since the 74th Amendment was passed the city has not had a single Masterplan that is compliant with the law. Result = Unplanned Development = Urban Ruin! It is not about which plan is better than which. The real question is what needs to be done to fix this Planning and Governance vacuum in the system!? The number of cars or people in Bangalore is not going to be stagnant while he builds the tunnels or flyovers. By the time the tunnel is built, we'll have that many more cars and people, and the tunnel will be jammed too (if it isn't already flooded). How many tunnels does he plan to keep building? How many more roads will he widen? How many times will we keep having the same discussion on potholes? The idea is to reduce dependency on owned cars and offer sustainable and practical alternative solutions - such as ramping up metro construction, routes, footpaths, last mile connectivity, feeder buses, more bus routes, and bicycle friendly lanes. I shouldn't feel forced to take an auto or cab to go 1.5 kms. I should be able to walk or cycle without being assaulted by gravel, sand, stones, dust, emissions, and sewage. I shouldn't have to drive 1.5 hours for just 22 kms each way for work. Metros and buses should suffice. May God grant him the humility and patience to listen to what everyone is saying.

Bengaluru, Karnataka: On the tunnel road project, Dy CM DK Shivamkumar says, "Let anyone oppose, I am least bothered. They have put a PIL. They (opposition) don't want the government to flourish. I will look at it personally. I can't stop working because Tejasvi Surya is opposing. Let those who want to protest do so. What work has he done? Let him come up with a plan of action. Not even a single penny has he brought from the central government. Why couldn't they do a flyover, cut cables hanging on roads? By joining hands with the mafia, they have destroyed Bangalore. Some people are opposing the tunnel road project, challenging it in court. But I will continue it no matter what. It is a must to de-congest Bengaluru. Some BJP leaders are not supporting us, but I will still continue to do the project."

WHAT PLANNING? DOES BENGALURU HAVE ANY PLANNING AT ALL? ONLY PROJECTS THAT ARE PART OF MASTERPLAN CAN BE CARRIED OUT BY GOVT! 1. If a project affects land use, zoning, or spatial development — such as: * new roads, flyovers, metro lines, or major infrastructure, * housing layouts or industrial areas, * changes to open spaces, parks, or lake areas, * reclassification of land (e.g., green belt to commercial), then it should be consistent with the city’s Master Plan (or Development Plan). In Karnataka, this is governed by the Karnataka Town and Country Planning Act, 1961 (KTCP Act). Relevant sections: * Section 13: Once a Master Plan (RMP/CDP) is sanctioned, all land use and development must conform to it. * Section 14: No change of land use can be made unless it’s in accordance with the plan or formally modified through due process (notification, objections, approval, etc.). * Section 15–17: Detail the procedure for modification of the Master Plan. 🟢 So all these projects such as Tunnel Roads, Elevated Corridors, Roads in Lake and Rajakaluve Buffer zones, etc., must either already appear in the Master Plan or go through a formal plan amendment. 2. Legal principle of “conformity” Courts (including the Karnataka High Court) have repeatedly held that: > Any development or project undertaken by any authority — public or private — must conform to the approved Master Plan. DO ANY OF THE AD-HOC MOBILITY PROJECTS IN BENGALURU APPEAR IN THE MASTERPLAN? AREN’T ALL OF THESE ILLEGAL? Not just TUNNEL Roads and Elevated Corridors, even most of the Metro and Suburban Rail projects, the Peripheral Ring road, the Satellite Town Ring Road, and the Bengaluru Surrounding Roads projects by KRDCL, the double decker flyovers, etc., are not part of Masterplan. What a joke this tunnel obsession has become! Every day, a new alignment is announced, a new exit or entry point is altered. And all of this is done in the most ad hoc and whimsical manner. Even people building a small house on a 30x40 Site will have better planning than the ones heading this project. Stop this madness and build metro on time, give us better roads and complete the pending projects.

State Govt’s plan to raise the Floor Space Index from 2.5 to 5 for the ₹17,800 crore tunnel road project is alarming. Allowing high-rises in green zones like Lalbagh, Race Course, and Palace Grounds defies the city’s Master Plan and will only worsen Bengaluru’s traffic severely.
